- La question de l'accès au droit dans le cadre de la réforme de la justice : vers une méthode comparativePublication . Jacquinet, MarcLes tribunaux des sociétés contemporaines sont devenus les personnages emblématiques d'une justice en crise. Le Portugal n'échappe pas à ce constat trivial. Si la présente crise institutionnelle et sociale de la justice projette les tribunaux au devant de la scène, il n'en est pas moins vrai que cette visibilité des tribunaux cache autant qu'elle révèle la crise, surtout celle de la justice au quotidien, celle qui concerne, peu ou prou, tout citoyen. Les symptômes sont biens connus : la lenteur de la justice, le manque d'efficacité, l'inflation des procès et les barrières à l'accès au droit, pour ne citer que ce qui touche de près au présent travail.
- Relevant parameters concerning the payments to employees.Publication . Silva, Victor Paulo Gomes daThe payments to the personnel are frequently a very relevant item in the financial documents of a business. Additionally, they use to be a major problem driver, creating dissatisfaction, complaints, grievances and strikes. In these circumstances, the debate concerning this theme assumes pertinence. The present article intends to give a contribution to that debate, emphasizing the microeconomic dimension. For that purpose, it begins (first chapter) with a reference to some relevant literature – mainly of French authors - concerning the impact of managerial strategies on the payments to the personnel; followed by three technical chapters that discuss factors which determine the payment to an employee and, finally, enounce the most important fringe benefits. The second chapter refers to the job analysis and to the job description and gives a particular emphasis to the job evaluation. Concerning this evaluation we focused only a method to do it: the point rating method. But the effective earnings of an employee also depends upon: • The performance evaluation and the performance premiums; • The sharing of financial results. So, we discuss these factors with some detail (third chapter). The fourth chapter enounces other relevant factors to determine the earnings of an employee: seniority, inflation and increase in productivity, government regulations, financial ability of the business, attitude of labour representatives and specifications concerning the market of the labour force. It ends with a brief reference to the fringe benefits, a factor that frequently assumes a relevant role in the employees’ standard of living.
- The flexible payment and its effects: the evolution since the 80’sPublication . Silva, Victor Paulo Gomes daThe present article is about a component of the labour flexibility - the flexible payment; integrating it in the evolution of the countries that are members of Organisation for Economic Co-operation and Development (OECD), since the 80’s. The first chapter defines and parametrizes the concept flexible payment, enouncing the main factors to implement it in a company’s activity. The second chapter discusses the main reasons to make the employees’ payment flexible (or, more flexible), and comprises both structural and historical aspects. The third and last chapter comments relevant empirical studies about the effects of the flexible payment on the OECD economies since the 80’s.

Online education - that is, computer mediated communication - for educational purposes carries with it questions relative to its teaching and the overall nature of online learning. Online education constitutes a new professional configuration, a possibility of the effective use of teaching and the effective construction of knowledge from another spatial-temporal logic, without losing sight of the objective conditions of social networks, in particular new forms of social connections brought out by wider social changes, strongly marked by a technological presence.

O presente artigo pretende ilustrar a dinâmica associada ao tempo e espaço na educação à distância, vectores essenciais desta metodologia. Numa primeira etapa, é abordada, sumariamente, a evolução do ensino e a transição da educação presencial para a educação à distância. As caraterísticas associadas à formação ocupam a parte seguinte deste trabalho, que igualmente, apresenta um estudo comparativo do tempo dispendido nas aulas presenciais versus as aulas à distância, que resulta da experiência dos autores ao longo do tempo, constituindo-se como validação empírica. Na verdade, várias têm sido as investigações sobre estas temáticas, assumindo especial importância o facto dos autores poderem partilhar os dois sistemas de ensino, comparando as diferentes realidades.

These studies are part of a major line of research initiated by António Martins in 2000 and has been the subject of numerous publications.
- Usability and digital inclusion: standards and guidelinesPublication . Aleixo, Carlos; Nunes, Miguel; Pedro IsaiasThis article aims at discussing e-government website usability in relation to concerns about digital inclusion. E-government web design should consider all aspects of usability, including those that make it more accessible to all. Traditional concerns of social exclusion are being superseded by fears that lack of digital competence and information literacy may result in dangerous digital exclusion. Usability is considered as a way to address this exclusion and should therefore incorporate inclusion and accessibility guidelines. This article makes an explicit link between usability guidelines and digital inclusion and reports on a survey of local government web presence in Portugal.

Issa, Tomayess; Isaias, Pedro; Kommers, PietIt is evident that E-Technology (i.e. The Internet, social media… etc.) play a significant role in maintaining and supporting our digital society in various sectors from business, education, health and government and others. E-Technologies are now available worldwide for numerous numbers of universal users to increase collaboration, communication, interaction, creativity, critical thinking and problem solving in developing and developed countries. It is anticipated, and there is evidence gathering that E-technologies use will increase work performance, productivity, innovation, workers’ satisfaction, reduce cost and maintenance. On the other hand, adopting e-technologies will bring various negative aspects in relation to security, privacy, legal aspects and users’ frustration, as majorities of these e-technologies are still neglecting important aspects, i.e. Human Computer Interaction and usability. It is anticipated that these aspects will assist to improve the system functionality, which can be used efficiently, effectively and satisfactorily by universal users, including people with disability.
- Empresas brasileñas en Portugal: Dimep S/A, un caso de la iniciativa empresarial internacionalPublication . Cechella, Cristiano; Jacquinet, MarcCon el avance de la globalizacion y la integracion de las economias, la actividad empresarial y la inversion internacional son cada vez mas interrelacionadas. Este articulo se basa en las teorias relacionadas con el espiritu empresarial y la inversion extranjera directa (IED), al presentar el caso de Dimep S/A, una empresa de capital brasileno, cuyo fundador tiene fuertes raices en Portugal, y es el lider del mercado tanto en Brasil como sistema de punto de acceso, y se utiliza como Portugal internacionalizacion a principios de los anos 70. La investigacion va a entender mejor el proceso de la actividad empresarial, desde el nacimiento hasta la madurez de esta empresa, y senalo la importancia de la internacionalizacion en paises con similitudes historico-culturales y linguisticas, como es el caso de Portugal y Brasil, en un contexto de fuerte crecimiento de la inversion bilateral desde los anos 90. - The reflection of partnership context on implementation and process outcomes in cross-sector social partnerships : the case of a local red cross in PortugalPublication . Carrilho, TiagoIn this article the research question is the following: how partnership context inherent to target-group problems and organizational flexibility of origin institutions is reflected on the implementation and process outcomes of partnerships? We studied three interventions directed towards active ageing and employment promotion on the unemployed with low qualifications, which integrated non-profit institutions, local public institutions, SME and an enterprise association. The local Red Cross was the convener. Based on case study methodology we analyzed sixteen semi-directed interviews of partners’ representatives and the documentation of each intervention. The complex nature of the problems had implications on the implementation in terms of the diverse resources and partners involved, the collaborative and organizational levels of intervention, and in feed-backs based upon joint continuous evaluation of the actions directed towards target-groups. The flexibility of origin institutions had implications on the implementation in terms of the decision autonomy of the representatives, involvement of other members of the origin institutions in the intervention, financial and human resources limitations of partner-institution, and strategic SME integration of the social values of the non-profit institutions. The interventions which focused on feminine self-employment and active ageing co-created value due to the reformulation of goals and actions, increased partner skills for mutual benefit and increased interdependence awareness. The SME involved in the feminine self-employment intervention developed new organizational skills and social responsibility evaluation.
