Abstract(s)
A presente investigação enquadra-se no Doutoramento em Educação, no domínio de
especialidade de Educação a Distância e eLearning e procurou desenvolver um referencial
de avaliação da qualidade em Educação Aberta e a Distância (EAD) no Ensino Superior
(ES) em Portugal. O tema revela-se pertinente perante o contexto atual de transformação do
ES e ainda pelo vazio legal relativamente à EAD no ES em Portugal. Seguindo uma
abordagem metodológica mista, estruturada a partir do paradigma pragmático, a
investigação dividiu-se em duas grandes fases sequenciais: o estudo teórico e o estudo
empírico. No estudo teórico, de natureza qualitativa, foram selecionados e analisados
modelos de qualidade internacionais, através do método scoping studies, procurando-se
identificar dimensões, critérios e indicadores de qualidade. No estudo empírico, de natureza
quantitativa e qualitativa, foram recolhidos pontos de vista de especialistas nacionais acerca
dessas mesmas dimensões, critérios e indicadores, através do método Delphi. Ainda
integrado no estudo empírico, procedeu-se à validação do referencial por inquirição a um
grupo de especialistas internacionais. Os resultados da investigação delinearam a versão
final do referencial de avaliação da qualidade em EAD no Ensino Superior em Portugal,
composto por 31 dimensões, 44 critérios e 131 indicadores, organizadas em torno de 10
áreas: (i) política de garantia da qualidade; (ii) planificação, desenvolvimento e aprovação
do curso; (iii) aprendizagem centrada no estudante, ensino e avaliação; (iv) admissão dos
estudantes, reconhecimento e certificação; (v) pessoal docente e não docente; (vi) apoio ao
estudante; (vii) gestão da informação; (viii) informação pública; (ix) monitorização e
melhoria contínua; e (x) garantia externa da qualidade. Com esta investigação pretende-se
que as IES nacionais e todas as partes interessadas tenham ao seu dispor um instrumento
capaz de as ajudar a delinear um plano de ações de melhoria contínua, permitindo identificar
os ajustes necessários, formular juízos e tomar decisões em função dos mesmos.
This research is part of the doctoral program in education in the field of distance learning and e-Learning and aimed to develop a quality evaluation framework for Open and Distance Education (ODE) for the Portuguese Higher Education (HE) context. The subject is pertinent in the current context of the transforming HE and also because of the absence of legislation of ODE for Portuguese HE. Following a mixed methodological approach, based on a pragmatic paradigm, the research was divided into two major sequential phases: a theoretical qualitative study and a quantitative-qualitative empirical study. In the theoretical study, international quality models were selected and analyzed using the scoping studies method, aiming to identify dimensions, criteria and quality indicators. In the empirical study, the viewpoints of national experts about these same dimensions, criteria and indicators were collected through the Delphi method. Still part of the empirical study, the validation of the referential was carried out through an inquiry to a group of international experts. The results of the research outlined the final version of the quality framework for Higher Education in Portugal, comprising 31 dimensions, 44 criteria and 131 indicators, organized around 10 areas: (i) policy for quality assurance; (ii) design, development and approval of courses; (iii) student-centered learning, teaching and assessment; (iv) student admission, recognition and certification; (v) staff; (vi) student support; (vii) information management; (viii) public information; (ix) on-going monitoring and improvement; (x) external quality assurance. This research is aimed to provide the national Higher Education Institutions and all stakeholders with an instrument that can help them delineate an action plan for continuous improvement and that enables them to identify the necessary adjustments, to make judgements, and to make decisions accordingly.
