- Validation of e-government information delivery attributes: the adoption of the focus group methodPublication . Nevertheless, several issues have an impact on the way users access to content and information. Lack of accessibility and usability or, in the broad sense, lack of concern with user needs, can still be found in many government websites. To address the problem, a previous literature review on e-government information delivery attributes was performed. Based on this review, a large set of attributes related to quality was obtained to evaluate these dimensions in the context of e-government. The purpose of this study is to better understand which of these attributes are the most valued, in the users’ perspective, for evaluating content delivered by government websites. A qualitative approach was adopted, using Focus Group interviews as a strategy to obtain data and Thematic Analysis to analyze such data. The main results highlighted the attributes related to content delivery, interaction, and emotional aspects. User Experience, accessibility, and usability were prioritized by Focus Group participants.
- Identification of attributes for evaluating the content of e-government websites: a systematic literature reviewPublication . Monteiro, José Augusto de Araújo; Bernardo, Maria do Rosário Matos; Rocha, TâniaIn the last twenty years, e-government has become a strong complement to traditional public services. This study involved a systematic literature review to select studies enabling the identification of the attributes used to evaluate how content is delivered to users. The search strategy was limited to four databases to cover egovernment multidisciplinary areas. The sources of information used were books, book chapters, conference papers, and articles in peer-reviewed journals, written in English or Portuguese, and which subjects included e-government research, published since 2000. The PRISMA statement has guided the research methodology. The lack of explanation of the role of the attributes found in the studies and the diversified terminology used, can be pointed as the main limitations of the study. On the other hand, since the interpretation was based on author past experiences and convictions, there may be a bias in the understanding of the less clear attributes with consequences on their description and the interpretation of similarities among attributes. The research resulted in the identification of 139 attributes, from which 56 are considered main attributes, and 83 similar attributes. - Um modelo de valor de entrega de Informação aplicado ao governo eletrónicoPublication . Monteiro, J. A.; Bernardo, Maria do Rosário Matos; Rocha, TâniaNeste artigo apresenta-se um modelo para avaliação da informação entregue através dos sítios Web de governo eletrónico. Através deste modelo propõe-se capturar o contributo do utilizador do governo eletrónico como um ativo para melhorar a qualidade da sua interação com a administração pública através da Web. A concetualização do modelo tem como principais pilares os domínios da acessibilidade, usabilidade, experiência do utilizador e a qualidade. Como resultado mais relevante, apresenta-se um modelo que assenta em três vistas que vão desde a interação entre o utilizador e a administração pública até ao processo de questionamento baseados em atributos do governo eletrónico.

- "The implementation of public chatbots to raise awareness of computer crime"Publication . Pimentel, Luis; Bernardo, Maria do Rosário ; Rocha, TâniaRecent technological advancements have increased computer crime, requiring public authorities to implement structured mitigation strategies. While initiatives exist to improve digital literacy on device security, they must also address the complexities of computer crime. Using Design Science Research, this study investigated the applicability of chatbots to raise awareness of computer crime in a public administration setting. A systematic literature review highlighted the issue’s relevance and identified knowledge gaps. A scoping review gathered concepts, methodologies, technologies, architectures, and tools for developing and evaluating an effective chatbot. The design and development phase included a detailed proposal for a sophisticated chatbot architecture. During the demonstration and evaluation phases, the utility of the chatbot was tested in the domain of conversational flow efficiency and usability. The study’s primary results and contributions are to assess the chatbot’s effectiveness in raising awareness of computer crime on public websites. Future work should focus on implementing the chatbot in the actual context of public administration, proposing a network of specialized conversational assistants, and improving public service interoperability to enhance computer crime awareness.
- O papel dos chatbots no governo eletrónico: a consciencialização para a criminalidade informática em PortugalPublication . Pimentel, Luis; Bernardo, Maria do Rosário ; Rocha, TâniaA utilização intensiva de equipamentos eletrónicos e a crescente oferta de serviços pela internet potenciaram a incidência da criminalidade informática. Apesar de existirem, em Portugal, medidas públicas que visam promover as competências digitais dos cidadãos em questões de segurança e privacidade de equipamentos eletrónicos, acabam por não ser vocacionadas para aspetos mais complexos deste género de criminalidade. Devido a esta especificidade, medidas preventivas do fenómeno podem beneficiar com o know-how e experiência de entidades com competências legais na área, mormente o Centro Nacional de Cibersegurança (CNCS), o Ministério Público (MP) e a Polícia Judiciária (PJ). Na administração pública, em Portugal, verifica-se a adoção de tecnologias emergentes, baseadas em inteligência artificial (IA), para potenciar a comunicação entre Estado e cidadãos. Ações de sensibilização abrangentes devem socorrer-se destas ferramentas tecnológicas. Deste modo, este artigo descreve a investigação conducente à identificação de uma ferramenta eletrónica (artefacto) eficiente, em contexto de governo eletrónico, com o objetivo de informar e consciencializar os cidadãos para o crescente fenómeno da criminalidade informática.
- Virtual assistants in a digital governance environmentPublication . Pimentel, Luis; Reis, Arsenio; Bernardo, Maria do Rosário ; Rocha, Tânia; Barroso, JoãoTechnological developments have had a major impact on the intensive use of electronic equipment, networked or connected to the internet, factors that have boosted the emergence and growth of cybercrime. Measures to mitigate and combat the phenomenon, taking into account its complexity and specificity, must involve all public entities with responsibility in the sector, in a global effort to promote digital literacy in the areas of cybersecurity and computer crime prevention. These comprehensive actions should use digital technologies based on artificial intelligence (AI), such as virtual assistants, whose characteristics allow the massification of information transmission, while enhancing the digital inclusion of users. Government entities are engaged in adopting technologies based on chatbots, with their presence in several areas of public administration. Despite the evolution, these resources have not yet been made available by the entities responsible for mitigating computer crime. On the other hand, although there are government programs aimed at increasing the digital skills of citizens, namely regarding the protection of devices, digital content or personal data, they are not designed for the specificities of cybercrime. In this context, a system based on chatbots, implemented in a digital governance context, by law enforcement agencies, with resources shared with other government entities can contribute to the prevention of cybercrime.
