Neste artigo pretendemos analisar como o processo de construção das políticas educativas se reveste de uma multiplicidade de atores que atuam em níveis e contextos diversos atribuindo diversos significados às políticas. Analisar a complexidade dos processos políticos e relacioná-los com as interações que caracterizam as lideranças educacionais é um desafio interessante que exige que se pense em novos métodos de recolha e análise de dados. Com base numa sistematização bibliográfica, procura-se relacionar as potencialidades das perspetivas da complexidade com a análise de fenômenos educativos. Em particular, este artigo procura contribuir para a problematização do fenômeno das políticas educativas e das lideranças educacionais como processos dinâmicos e complexos que são desenvolvidos em diferentes níveis e que resultam da interação de diversos atores ao longo do tempo, que lhes vão conferindo novos significados.
In this article we intend to analyze how the process of constructing educational policies takes on a multiplicity of actors who work at different levels and contexts, assigning different meanings to policies. Analyzing the complexity of political processes and relating them to the interactions that characterize educational leaders is an interesting challenge that requires thinking about new methods of collecting and analyzing data. Based on a bibliographic systematization, we seek to relate the potentialities of the perspectives of complexity with the analysis of educational phenomena. In particular, this article seeks to contribute to the problematization of the phenomenon of educational policies and educational leadership as dynamic and complex processes that are developed at different levels and that result from the interaction of different actors over time, which gives them new meanings.
