Abstract(s)
Este projeto surge num contexto de reforma da contabilidade e das contas públicas,
consubstanciada em diversos diplomas nomeadamente a Lei de Enquadramento
Orçamental (LEO) e o Sistema de Normalização Contabilística para as Administrações
Públicas (SNC-AP), os quais implicaram uma revisão dos processos e procedimentos
contabilísticos e de prestação de contas, onde a formação dos preparadores da
informação contabilística, daqueles que apoiam a preparação e dos utilizadores é
indispensável.
Neste enquadramento, e considerando a dispersão geográfica do público-alvo, as
necessidades de conciliar as atividades profissionais e pessoais; a estratégia de
formação promovida pela UNILEO no âmbito do SNC-AP, que não abrangia a Norma de
Contabilidade Pública (NCP) 27, este projeto propõe a criação de um Massive Open
Online Course (MOOC) sobre a contabilidade de gestão aplicada às instituições de
ensino superior que procura dar resposta ao problema “Como podemos melhorar a
formação na área da contabilidade de gestão para instituições de ensino superior?”
Este trabalho começa com uma apresentação da Educação a Distância e do
enquadramento do projeto, apresentando a evolução da contabilidade pública e os
constrangimentos identificados na sua implementação, em especial na área da
contabilidade de gestão, passando de seguida para a planificação do projeto onde é
apresentada a plataforma NAU e os diferentes aspetos a considerar no planeamento
de um curso a implementar nesta plataforma, terminando com a descrição do projeto
a implementar.
Considerando o tempo disponível para elaboração deste relatório, que se encontra
enquadrado num processo formativo, e a necessidade de envolver uma equipa
multidisciplinar nas tarefas de desenvolvimento dos conteúdos, o relatório não
desenvolve as fases relativas ao processo de implementação do curso na plataforma
NAU.
This project arises in the context of reforming accounting and public accounts, embodied in various regulations, namely the Budgetary Framework Law (LEO) and the Accounting Standardization System for Public Administrations (SNC-AP), which require a review of accounting processes and procedures and financial reporting. In this context, the training of accounting information preparers, those who support the preparation, and the users is essential. Considering the geographical dispersion of the target audience, the need to reconcile professional and personal activities, and the training strategy promoted by UNILEO within the scope of SNC-AP, which did not cover the Public Accounting Standard (NCP) 27, this project proposes the creation of a Massive Open Online Course (MOOC) on management accounting applied to higher education institutions that seeks to address the problem, 'How can we improve training in the area of management accounting for higher education institutions?'. This work begins with an introduction to Distance Education and the project framework, presenting the evolution of public accounting and the constraints identified in its implementation, particularly in management accounting. It then moves on to project planning, where the NAU platform is presented along with various aspects to consider in the planning of a course to be implemented on this platform. The description of the project to be implemented concludes the work. Considering the available time for preparing this report, which is part of a training process, and the need to involve a multidisciplinary team in content development tasks, the report does not include the phases related to the course implementation process on the NAU platform.
