A educação é um fator social decisivo para o desenvolvimento civilizacional das comunidades, e consequentemente para a melhoria da sua qualidade de vida. Assim, é natural que as sociedades verifiquem a qualidade educativa que é disponibilizada aos seus cidadãos.
Em Portugal, a Lei de Bases do Sistema Educativo (Lei 46/1986 de 14 de outubro) é a
primeira legislação que aborda a importância da avaliação do sistema educativo, seguindo-se outras legislações, programas e projetos que a procuraram implementar nas escolas portuguesas.
A Lei nº 31/2002, de 20 de dezembro, vem impor a obrigatoriedade das instituições do ensino não superior “prestarem contas” à comunidade onde se encontram (accountability), através da realização contínua e sistemática da autoavaliação, e concomitantemente da avaliação externa. Em 2006 inicia-se o programa Avaliação Externa das Escolas, da responsabilidade da IGEC, com a finalidade de promover a melhoria da qualidade da educação nas escolas portuguesas.
Este trabalho de investigação pretendeu verificar se o programa da Avaliação Externa das Escolas contribui para esse desígnio, a partir de um estudo de caso realizado num agrupamento de escolas alvo desse programa em março de 2014. A metodologia qualitativa utilizada assentou na análise do relatório da avaliação externa, do plano de melhoria definido pelo agrupamento, da aplicação de um questionário a diversos docentes, e da análise dos resultados da avaliação interna e externa do agrupamento na última década.
Os resultados obtidos na investigação permitiram concluir que a Avaliação Externa das Escolas tem um contributo decisivo nas mudanças pedagógicas implementadas nas escolas, e dessa forma incrementar a qualidade educativa global das mesmas.
Education is a decisive social factor for the civilizational development of communities, and consequently for the improvement of their quality of life. Thus, it is natural for societies verify the educational quality available to the citizens. In Portugal, the Education System Basis Law (Law n. 46/1986, October 14th) is the first legislation that addresses the importance of evaluating the education system, followed by other legislations, programs and projects that sought to implement it in Portuguese schools. The Law n. 31/2002, December 20th, imposes the obligation of non-higher education institutions “to account” to the community where they are (accountability), through the continuous and systematic realization of self-assessment, and concomitantly of the external evaluation. In 2006, IGEC begins the external evaluation program, with the purpose of promoting the improvement of the education quality in Portuguese schools. This research work intended to verify if the school's external evaluation program contributes to this purpose, based on a case study conducted in a school with this program in March 2014. The qualitative methodology used was based on the report analysis of external evaluation, the improvement plan defined by the school, the application of a questionnaire to several teachers, and the analysis of the school results (internal and external assessment) in the last decade. The results obtained in the investigation allowed to conclude that the external evaluation of schools has a decisive contribution to the pedagogical changes implemented in schools, and thus increasing their global educational quality.
