A presente comunicação retrata, contextualiza e discute o fenómeno das novas substâncias psicoativas, dando especial enfoque à realidade portuguesa e destacando o exemplo das smartshops.
Novas Substâncias Psicoativas (NSP) são um fenómeno emergente de drogas que consiste no aparecimento ou reaparecimento de um conjunto de substâncias no mercado que, de acordo com a sua composição química, formas de uso e meios de aquisição, se assemelham às drogas convencionais, mas com novas particularidades.
Subdividindo este fenómeno em dois momentos-chave associados ao fenómeno no país – antes e depois do Decreto Lei Nº54/2013 de 17 Abril -, o tema das NSP é aqui problematizado essencialmente a partir da sua definição global e científica, sendo posteriormente enquadrado em função das suas fases cíclicas em Portugal, políticas implementadas e prevalência de consumo entre a população.
This paper aims to contextualize and discuss the phenomenon of new psychoactive substances , focusing the Portuguese reality and highlighting the example of the smartshops, the Portuguese brick and mortar stores. New Psychoactive Substances (NSP) are an emergent phenomenon of drugs, consisting in the appearance or reappearance of new groups of substances on the market in which, according to their chemical composition, ways of use and means of acquisition are similar to conventional drugs, but with new features. Subdividing this phenomenon in two key-moments associated with the phenomenon in Portugal - before and after the Decree Law 54/2013 of 17th April - the NSP issue is here presented mainly from its global and scientific definition, subsequently framed due its cyclical phases in Portugal, policies and revalence of consumption among the people.
