Jacquinet, MarcA ideia de convivialismo não é nova, mas ganhou na última década novo folego com a publicação do primeiro manifesto convivialista em 2012 e o segundo manifesto em 2020. O objetivo desta comunicação é debater a relevância do convivialismo como enquadramento normativo das atividades sustentáveis e a promoção de comunidades sustentáveis em campus universitários ou politécnicos assim como na sociedade, nomeadamente em organizações da sociedade civil e associações de cidadãos. A apresentação visa descrever as dimensões de uma comunidade convivial para depois discutir alguns estudos de caso e apresentar algumas aplicações possíveis no domínio do ensino superior ou de agrupamentos ou associações sustentáveis.
- Emerging boundaries of human rights, conviviality, and social science of globalization: critiques in search of new dynamicsPublication . Jacquinet, Marc; Bussotti, Luca; Nhaueleque, LauraThe panel deals with three interrelated issues – even if their commonness does not seem that obvious – of the current transformations of global societies and social sciences across very diverse geographical areas around the globe: human rights, conviviality (Caillé) and the issue of the “global” in social sciences. Each subject is contested. Each has reached a “frontier” and the debate turns around the question of regress or new ways of expansion. So, the question is what are the dynamics of new phenomena that try to cross the frontier.

Jacquinet, MarcThe current crisis and the Great Depression of the 1930s have several parallels (and differences) that several economists have pointed out. Here what interest me are two common and systemic aspects between the two crises: the emergence of technological, financial, and legal innovations both during the upswing and the downturn and the creation of new regulatory institutions, changing the rules of the game, just after the outset of the recessions.

Jacquinet, Marc; Nobre, Ângela Lacerda; Duarte, Rogério; Silva, Maria Luisa; Pimentel, FernandoThe last decades have seen an expansion of the application of Quality Systems in the service sectors and in the public service sectors, including in Higher Education Institutions (HEI). Taking into account the fact that educational institutions are the incubators of future societies, it is critical to understand the role played by Quality Systems in improving the efficiency and effectiveness of such sector. HEI replicate or else reject and innovate the basic settings of each society. HEI both repeat and strengthen the social norms, the social conventions and the belief systems of each society or else they renovate and create new operational modes of existence. Global change happens as a result of the cumulative effect of such partial changes.
- A new paradigm for development?: the issue of human rights and democratic institutionsPublication . Jacquinet, Marc; Bussotti, LucaAfter the post-development literature that led away from growth and accumulation of capital, the last decades have not just shown the limits or frustrations of these views but also opened the door for new criticisms and new proposals for changing societies, and not just their economic structures. This debate has much in common with the one on economic and sustainability indicators. In the present paper we try to relate the concept of development with human rights development and democratic institutions. A final consideration is made about the methodological implications of that transformation. The issue of development must be broadened in historical, disciplinary, and geographical terms. The new paradigm can be extended on several avenues. First, the problem of growth, economic indicators (GDP, among others), and capital accumulation (investment) are still central to the economic management of any country; but this is not enough, if we consider climate change, environmental pollution, and social ailments. A broader conception of societies, human being must be adopted, namely integrating a theory of needs, a new extension of human rights and a deepening of democratic and participative institutions. Second, the concept of development must adopt a historical view of the problems thar are analyzed and subject to policy definitions. This means looking at the process of development and historical legacy and not just at outcomes in the short run. Third, the notion of sustainability must gain broader currency, beyond the sustainable development goals. This implies a more integrated approach within countries in the Global South to define, implement and control policies. And this is also only possible with better democratic institutions and human rights compliance. All these connect to the extension of a new generation of human rights and democratic institutions. Some human rights are locally developed such as those of the Banjul Charter or African Charter on Human and Peoples' Rights and there is space for more. Democratic institutions and participation mean more ingrained and locally embedded approaches that last longer and correspond to local necessities. The present contribution combines human rights and the functioning of democracy and participation in an institutional perspective. It relates to the notion of sustainability that itself is a combination of the natural and the human worlds. Finally, it is important to adopt new methodologies that involve the beneficiaries of the policies, defining with them at least one part of the indicators, thence avoiding top-down approaches, in favor of more bottom-up ones.

- Strategy for data cybersecurity in european health data ecosystemPublication . Gomes, Paulo Sérgio Machado Veloso; Curado, Henrique; Jacquinet, Marc; Marques, António; Pereira, JavierThis study aims to analyze the Strategy for Data Cybersecurity in the European Health Data Ecosystem, to be implemented in 2025. The document analysis was carried out to map the different proposals for a regulation of the European Parliament and of the Council, regarding the sharing of the Electronic Health Record in the European space, and the General Data Protection Regulation implemented in the European Union. After an exhaustive documentary analysis, inconsistencies or flaws were detected that could compromise the rights of citizens enshrined in the General Data Protection Regulation.
- The role of the regulator to promote the sustainability of water supply in PortugalPublication . Almeida, Octávio; Jacquinet, Marc; Martinho, Ana PaulaWater is considered one of the most important natural resources and according to its scarcity and cost, it necessary to implement a sustainable management of its use. One of the reasons for the unsustainable management of the sector in Portugal is the failure of the national Strategic Plan 2006-2013. It is no surprise that, either in relation to coverage ratios, or with respect to the quality of the water supplied, Portugal is meeting the goals set out by the government. The of sustainability of the sector is another one, it’s related to the way the sector is organized and managed. Regarding the reorganization of the sector with a concentration of operators (ending micro operators without technical and financial dimension), the vertical systems (from catchment to home delivery), the desired concentration ranges (in water supply and wastewater treatment), the use of partnerships between the State and the municipalities and a uniform tariff, nothing has been done and none of these aspects of the government objectives have been implemented. It is therefore necessary to create or strengthen the institutions that promote the protection of water resources. Among these institutions the Regulatory Authority and Waste Water Services (ERSAR) plays a central role, with a wide range of functions from defending the quality of the water services, its fair distribution, the sustainability of water resources, the respect of legal mechanisms, the training and information of and on the sector, to the financial and taxes instruments. As Gerlach and Franceys (2010:1229) refer: "the new regulators face the tremendous challenge of stimulating and supporting water service providers to improve their poor performance record, which affects the disproportionately lower income population" and "[...] regulators are required to balance politically potentially sensitive and conflicting efficiency and welfare objectives." The objective of this study is to deepen the knowledge of the framework and role of ERSAR powers, allowing make sustainable management of water supply systems in Portugal, after the high investments made in the sector in the last 20 years. These results will be obtained based on bibliographic research, application of a survey to different entities with competences in water services in European Union (Benchmarking) and application of a Interview to key actors (municipalities) in Setúbal District, in Portugal.
