- Deliverable D5.4. Evaluation of the pilot co-design processPublication . Alves, Fátima; Vidal, Diogo Guedes; Meloni, Marco; Spada, PaoloWork Package 5 (WP5) – Evaluation and Impact Assessment – aims to evaluate PHOENIX’s activity, the co-design activity, the platform, pilots and the overall applicability of the Tangram methodology. The evaluation framework will be developed with an innovative collective process that will combine academic research of secondary literature, fieldwork and a citizens’ science process in collaboration with each Territorial Commission for CoDesign (TCCD). The objective is to track 1) adherence to ethical standards and the implementation of the organisational recommendations of PHOENIX; 2) engagement (e.g. number of participants and contributions per participant); 3) The ability of different engagement strategies (e.g. random selection vs open to all) to promote inclusion of women and hard to reach populations1; 4) impact on individual attitudes (e.g. trust and efficacy); 5) impact on civic skills (e.g. civic knowledge and participatory civic skills); 6) impact on public policy; 7) usability of technological solutions; and 8) overall ability of the Tangram methodology to accelerate the European Green Deal (EGD) transition pathway. This is the fourth (D.5.4) of seven deliverables from WP5. The task was designed in accordance with the philosophy of citizen science, which promotes the democratic generation of knowledge by engaging diverse stakeholders and facilitating the exchange of expertise and insights. It establishes a co-creation process to assist PHOENIX in finalising the impact evaluation framework. This participatory evaluation activity will be done through the local knowledge and the information package developed in Task 5.1 definition of monitoring and evaluation framework. Since there is no “one-size-fits-allsolution,” the co-evaluation process will consider the pilots' context and tailor the module's design for impact evaluation to the local conditions and the specific process they will implement. The data collected and generated by Task 5.2 will contribute to updating the evaluation plan and optimising the impact evaluation instruments.
- Enhancing climate resilience through social sciences, humanities, and arts: a strategic framework for actionPublication . The writing process was led by Diogo Guedes Vidal (Centre for Functional Ecology—Science for People & the Planet, University of Coimbra; Department of Social Sciences and Management, Universidade Aberta) and Fátima Alves (Centre for Functional Ecology—Science for People & the Planet, University of Coimbra; Department of Social Sciences and Management, Universidade Aberta). This policy brief "Enhancing Climate Resilience through Social Sciences, Humanities, and Arts: A Strategic Framework for Action” is informed by a survey to understand the perceptions of climate-engaged researchers - dedicated to addressing climate change and sustainable development - from various disciplines within the social sciences, humanities, and arts (SSH&A) and highlights critical perceptions, barriers, and opportunities that can inform future climate action strategies within the European Commission's framework.
- Farm to fork’s discourse on resources and populationPublication . Mendonça, Pedro; Alves, FátimaFarm to Fork (F2F) is an ongoing policy initiative that represents the vision for reforming the European agri-food system. The F2F text, as most policy texts, belongs to a discourse, i.e. a positioned way of representing the world, and constitutes a practical argument over what to do about food and the environment. This article’s goal is twofold: to critically question the internal logic of the F2F text and to sketch an explanatory critique that characterizes its discourse, ideological resonance, and likely socio-ecological effects. We use a simple Critical Discourse Analysis technique to map F2F’s semiotic structure and single out three key mental categories – _food affordability_, _environmental crisis_ and _adequate technology _– that represent crucial components of its practical argument. Next, we describe how the F2F construes the ecology of agriculture and food production/consumption through these categories. The F2F’s underlying ontology of resources and population is teased out by stressing the continuities and discontinuities with Malthusianism and neo-Malthusianism, and the specific articulation of these components is identified as green neo-Malthusianism, a discourse that resonates strongly with growth-bound democracies and with the notion of research as service.

O conteúdo foi preparado para leitura rápida por decisores e para uso técnico por equipas de planeamento e gestão. O relatório apresenta resultados de modelação ecológica e indicadores de potencial de fornecimento de serviços de ecossistema (SSP) associados ao turismo. O indicador SSP (EN - Service Supply Potential) descreve a capacidade ecológica de fornecimento de SEs, não a entrega efetiva observada, uma vez que não inclui procura turística, acessibilidade, preferências, ou restrições de governação.

- Travar a perda de pradarias marinhas para proteger o turismo na Ria FormosaPublication . Martins, Irene; Guerra, Alexandra; Moreira, Alexandre; Alves, Fátima; Rosa, Rosário; Vidal, Diogo Guedes; Marta-Almeida, Martinho; Ramos, Sandra; Cunha, Jacinto; Leitão, FranciscoEste policy brief apresenta e sintetiza resultados científicos obtidos com modelos numéricos aplicados ao sistema lagunar da Ria Formosa, avaliando a resposta do sistema sob cenários de alterações climáticas e de perda/degradação de habitat de pradarias marinhas, e identificando as principais implicações para a provisão de serviços de ecossistema com relevância direta para o turismo na região. Os resultados foram validados através de workshop participativo envolvendo investigadores, entidades públicas de gestão ambiental (APA, ICNF, Autoridade Marítima), associações de produtores, operadores turísticos e municípios, cuja experiência de campo confirmou e enriqueceu as projeções do modelo, evidenciando que as tendências de degradação observadas no terreno são mais rápidas e severas que as previstas, reforçando a urgência das medidas propostas.
