Abstract(s)
O objetivo deste artigo é analisar o processo de institucionalização da Educação a Distância (EaD) pública em Portugal e no Brasil. Foram realizadas análises documentais e sete entrevistas com docentes, discentes e uma designer instrucional, todos com experiência na Universidade Aberta de Portugal. Ao fazer um diálogo entre as realidades, observa-se que, no Brasil, a institucionalização tem um caráter especialmente endógeno, resultando de políticas públicas que influenciam diretamente as instituições que tradicionalmente oferecem
cursos presenciais. Em Portugal, a institucionalização da modalidade tem uma característica fortemente exógena, baseada nos embates entre as instituições que compõem o ambiente organizacional.
The objective of this article is to analyze the process of institutionalization of public Distance Education (EaD) in Portugal and Brazil. Documentary analyses and seven interviews with teachers, students and an instructional designer, all with experience at the Open University of Portugal, were conducted. By establishing a dialogue between the realities, it is observed that, in Brazil, institutionalization has a particularly endogenous character, resulting from public policies that directly influence institutions that traditionally offer face-to-face courses. In Portugal, the institutionalization of the modality has a strongly exogenous characteristic, based on clashes between the institutions that make up the organizational environment.
