O presente artigo analisa a interação entre o envelhecimento populacional e a inovação social em Portugal, com especial destaque para o papel do empreendedorismo social como motor de mudança. Partindo de uma revisão atualizada da literatura, incluindo contributos como de Klimczuk & Felix, (2020), Socci et al. (2020) e Cucculelli et al.(2023), e da análise de iniciativas nacionais, discutem-se as condições que favorecem a emergência de respostas inovadoras ao envelhecimento, bem como as barreiras estruturais que limitam a sua sustentabilidade. Num contexto de crescente longevidade e transformações demográficas e socioeconómicas, identificam-se iniciativas empreendedoras que oferecem respostas sustentáveis aos desafios do envelhecimento, enquanto se reconhecem lacunas territoriais e setoriais. O estudo sublinha o papel do empreendedorismo social na promoção da inclusão, do bem-estar e do envelhecimento ativo, reforçando a necessidade de políticas públicas integradas e estratégias colaborativas para enfrentar esta transição demográfica. Os resultados evidenciam que, apesar da proliferação de projetos orientados para o envelhecimento ativo e para a coesão intergeracional, persistem constrangimentos significativos, nomeadamente no acesso a financiamento estável, na capacitação e formação em políticas e práticas de envelhecimento e na mensuração rigorosa do impacto. Conclui-se que o empreendedorismo social possui potencial para promover inclusão, reforçar redes comunitárias e gerar modelos de cuidado mais sustentáveis, desde que apoiado por políticas públicas específicas e mecanismos adequados de financiamento, formação e avaliação.
This article analyses the interaction between population ageing and social innovation in Portugal, with a particular focus on the role of social entrepreneurship as a driver of change. Based on an updated review of the literature, including contributions such as Klimczuk & Felix (2020), Socci et al. (2020) and Cucculelli et al. (2023), and an analysis of national initiatives, we discuss the conditions that favour the emergence of innovative responses to ageing, as well as the structural barriers that limit their sustainability. In a context of increasing longevity and demographic and socio-economic transformations, entrepreneurial initiatives that offer sustainable responses to the challenges of ageing are identified, while territorial and sectoral gaps are recognised. The study highlights the role of social entrepreneurship in promoting inclusion, well-being and active ageing, reinforcing the need for integrated public policies and collaborative strategies to address this demographic transition. The results show that, despite the proliferation of projects aimed at active ageing and intergenerational cohesion, significant constraints remain, particularly in terms of access to stable funding, capacity building and training in ageing policies and practices, and rigorous impact measurement. It can be concluded that social entrepreneurship has the potential to promote inclusion, strengthen community networks and generate more sustainable care models, provided it is supported by specific public policies and adequate financing, training and evaluation mechanisms.
