Este estudo consiste numa análise teórico-reflexiva das políticas públicas promotoras do empreendedorismo em Portugal, com ênfase na sua contribuição para o fortalecimento do ecossistema empreendedor e para o desenvolvimento económico e social do país. Através de uma revisão crítica da literatura e de relatórios produzidos nas últimas duas décadas, são identificadas as principais iniciativas estatais implementadas, bem como os seus impactos e limitações. Os resultados evidenciam progressos relevantes, nomeadamente na criação de infraestruturas de apoio, na disseminação de programas de incentivo e na integração gradual da educação empreendedora nos diversos níveis de ensino. Contudo, persistem desafios estruturais, como a fragmentação das políticas, a fraca articulação entre os atores do ecossistema e a exclusão de públicos vulneráveis e periferias territoriais. Conclui-se que o reforço da eficácia das políticas públicas exige uma abordagem mais sistémica, inclusiva e sensível às especificidades regionais, alinhada com os princípios de coesão territorial, inovação social e sustentabilidade. Conclui-se que importa aperfeiçoar as políticas públicas relativas ao empreendedorismo, tendo os decisores e gestores públicos um papel determinante neste domínio.
This study consists of a theoretical-reflective analysis of public policies promoting entrepreneurship in Portugal, with an emphasis on their contribution to strengthening the entrepreneurial ecosystem and to the country's economic and social development. Through a critical review of the literature and reports produced over the last two decades, the main state initiatives implemented are identified, along with their impacts and limitations. The results show significant progress, particularly in the creation of support infrastructures, the dissemination of incentive programmes and the gradual integration of entrepreneurial education at various levels of education. However, structural challenges remain, such as the fragmentation of policies, poor coordination between actors in the ecosystem and the exclusion of vulnerable groups and peripheral areas. It is concluded that strengthening the effectiveness of public policies requires a more systemic, inclusive and sensitive approach to regional specificities, in line with the principles of territorial cohesion, social innovation and sustainability. Furthermore, the evidence points to the importance of improving public policies on entrepreneurship, with decision-makers and public managers playing a decisive role in this area.
