Abstract(s)
Numa sociedade em constante mudança, para que as organizações e instituições consigam
atingir os seus objetivos, precisam ter equipas competentes capazes de responder aos
desafios e demandas, que se impõem. Nesse sentido, é preciso que a formação contínua
ministrada permita aos trabalhadores desenvolver as competências necessárias para o
desempenho cabal das suas funções. No entanto, não foram localizados estudos sobre o
processo formativo na Autoridade Tributária e Aduaneira (AT).
Assim, este trabalho de investigação, foi desenvolvido com objetivo de verificar qual o
contributo da formação contínua na promoção do desenvolvimento profissional dos
trabalhadores da AT.
Pretendeu-se perceber, tanto quanto possível, como é que a formação dos trabalhadores tem
evoluído, qual a perceção dos trabalhadores sobre a formação ministrada, qual o papel da
supervisão pedagógica nas práticas formativas, qual a perceção dos decisores da formação
sobre a supervisão, o contributo das decisões para o desempenho profissional dos
trabalhadores e, por fim, que modelos de supervisão estão presentes na formação contínua
da instituição. Como metodologia optou-se por uma abordagem mista, na modalidade de
estudo de caso, com o objetivo exploratório e descritivo. Como técnicas de recolha de dados
usamos o inquérito por entrevista e por questionário.
Os dados indicaram que as práticas formativas têm sofrido algumas alterações, com o intento
de preparar os funcionários para o desempenho das funções atuais ou as que venham a
desempenhar. Verificou-se que, a supervisão da formação na AT não existe de forma
estruturada e definida, no entanto, foram apurados dados que indiciaram que existe uma
supervisão em vários níveis e entre vários atores, essencialmente vertical e diretiva, muito
embora se vislumbre que possa haver alguma supervisão colaborativa.
The demands of an ever-changing and globalized society dictate the need for competent teams with the ability to face challenges, in order to ensure institutions do achieve their goals. It is very important that the workplace continuous training courses offered by the institutions provide the employees with the necessary skills to perform their functions to the best of their ability and to the highest standards. However, there are no studies or research work on the formative process of the Portuguese Tax and Customs Authority (AT) employees. The purpose of this research work was to investigate the relevance of continuous workplace training courses to the professional development of the AT employees and how these courses affect their performance. We aimed at verifying, as accurately as possible, how the training of employees has evolved, what their perception about the training courses provided by the institution is, what role does the pedagogical supervision in training practices have, and what the perception of training decision-makers on supervision is. We would also like to grasp the contribution of such decisions to the professional performance of employees, as well as the type of supervision models present in the institution's training courses. As a methodology, a mixed approach was chosen, in the form of a case study, with exploratory and descriptive purpose. Survey by interview and by questionnaire was the data collection technique chosen. The data collected suggested that the training practices have undergone some changes, aimed at preparing employees for their current duties and for duties they might carry out in the future. We concluded that the supervision of training courses by the AT does not exist in a structured and well-defined form. However, there is some evidence of supervision at various levels and amongst several participants, essentially vertical and directive, although some collaborative supervision may be glimpsed as well.
