The establish-ment of primary school positions in Madeira followed mainly administrative, rather than population-based, criteria, and the creation of schools faced challenges in teacher provision, funding, and consolidation. It is concluded that, despite being disorganized and limited, this proto-educational system marks the beginning of a public primary education network in Madeira. The insular case highlights the difficulties of implementing the Pombaline reform outside the mainland, showing how elementary education was initially conceived as a tool for administrative modernization before being established as a universal right in the liberal context.
