A utilização de tecnologias de colaboração na administração pública constitui uma parte relevante da digitalização dos processos organizacionais.
Nesta dissertação analisa-se o potencial de uso de uma ferramenta de suporte ao trabalho em grupo numa autarquia portuguesa, enquadrando a investigação nas teorias da Comunicação Mediatizada por Computador, da Aceitação Tecnológica e do Comportamento Planeado.
Numa uma abordagem metodológica mista, foi aplicado um questionário a 76 colaboradores e realizadas entrevistas semiestruturadas a 7 participantes.
Os resultados evidenciam que a utilidade percebida, a atitude positiva e o controlo comportamental percebido são fatores determinantes da intenção de uso da ferramenta. A análise qualitativa revelou ainda desafios relacionados com a literacia digital e a necessidade de formação contínua.
O estudo contribui para a literatura sobre adoção de tecnologias no setor público e oferece recomendações práticas para a implementação eficaz de ferramentas colaborativas em contextos autárquicos.
The increasing digitalization of organizational processes has fostered the use of collaborative technologies within the public sector. This dissertation analyzes the potential use of Microsoft Teams as a group work support tool in a Portuguese local authority, grounded in the theories of Computer-Mediated Communication, Technology Acceptance, and Planned Behavior. Using a mixed-methods approach, a survey was conducted with 76 employees, complemented by semi-structured interviews with 7 participants. The results show that perceived usefulness, positive attitude, and perceived behavioral control are key factors influencing the intention to use the platform. The qualitative analysis also revealed challenges related to digital literacy and the need for continuous training. This study contributes to the literature on technology adoption in public administration and offers practical recommendations for the effective implementation of collaborative tools in local government contexts.
