Abstract(s)
O tema que eu gostaria de aprofundar na presente dissertação de mestrado é sobre as
políticas e planeamento linguístico que têm sido concebidos pelo Governo Regional da
Madeira, para a integração dos imigrantes que procuram a Região Autónoma da
Madeira para se estabelecer. Os cidadãos oriundos da Venezuela constituem o mais
recente fluxo migratório na região, que aconteceu de forma massiva e repentina, a partir
de 2015, numa altura em que se agravou a situação política, económica e social naquele
país. Esses migrantes são, na sua maioria, lusodescendentes, ou seja, descendentes de
madeirenses que emigraram para a Venezuela, durante o século XX. Esses descendentes
constituem as segunda, terceira e quarta gerações desses emigrantes, que vêm agora
acompanhados pelos seus familiares. Atendendo a este cenário de mudanças sociais
ocorridas na região e, visto que estes cidadãos, não dominam o português, há que lhes
facultar os mecanismos para a aprendizagem da língua, uma vez que o conhecimento
linguístico é fundamental para a sua integração na sociedade. Todavia, para se proceder
a uma planificação linguística adequada e realista, é necessário compreender, em
primeiro lugar, as intenções destes cidadãos relativamente à permanência na Região e,
simultaneamente, as suas motivações relativamente ao uso do português.
Em termos de metodológicos, recolheram-se dados referentes aos imigrantes
venezuelanos obtidos do Observatório da Educação da RAM, da Direção Regional de
Estatística da Madeira, do INE I.P., do SEF. Contactaram-se diretamente escolas de
línguas, casas do povo e instituições de ensino superior e setores da sociedade civil e
religiosa, que promoveram cursos de português para estrangeiros. Fizeram-se
entrevistas feitas a representantes de entidades responsáveis pelo acolhimento e
integração dos cidadãos oriundos da Venezuela na Região.
The subject that I would like to deepen in this master's dissertation is about the policies and linguistic planning that have been conceived by the Regional Government of Madeira, for the integration of immigrants seeking the Autonomous Region of Madeira to establish themselves. Citizens from Venezuela constitute the most recent migratory flow in the region, which happened in a massive and sudden way, starting in 2015, at a time when the political, economic and social situation in that country worsened. Most of these migrants are Portuguese descendants, that is, descendants of Madeirans who emigrated to Venezuela during the 20th century. These descendants constitute the second, third and fourth generations of these emigrants, who are now accompanied by their families. In view of this scenario of social changes that have occurred in the region and, since these citizens do not speak Portuguese, they must be provided with mechanisms for learning the language, since linguistic knowledge is essential for their integration into society. However, in order to carry out an adequate and realistic linguistic planning, it is necessary to understand, first of all, the intentions of these citizens regarding their stay in the Region and, simultaneously, their motivations regarding the use of Portuguese. In terms of methodologies, data were collected on Venezuelan immigrants obtained from the Education Observatory of RAM, the Regional Directorate of Statistics of Madeira, INE I.P., SEF. Language schools, people's houses and higher education institutions and sectors of civil and religious society were directly contacted, which promoted Portuguese courses for foreigners. Interviews were conducted with representatives of entities responsible for welcoming and integrating citizens from Venezuela in the Region.
