Abstract(s)
Os fenómenos associados ao paradigma educacional têm sofrido mutações ao longo dos
tempos, atribuindo-se enfâse à organização curricular a nível regional e local, como forma
de melhorar a operacionalização do currículo, enquanto problemática fundamental nos
processos de educação e formação. Nesta perspectiva, as lideranças escolares são
chamadas à assunção plena das suas competências enquanto líderes institucionais ou
intermediários numa ação conjunta, com os diferentes atores da obra educativa. A
investigação requer uma questão centrada no problema a ser estudado, pelo que
enunciamos a seguinte pergunta de partida: Como os professores, coordenadores e gestor
percepcionam o papel dos diferentes níveis de liderança no processo do desenvolvimento
curricular, numa abordagem por competência no 3º ciclo do ensino básico na escola
Narciso Ramalho? Esta questão associada à crescente necessidade de reflectir sobre a
organização e gestão das escolas atuais, enquanto condição precisa ao processo do
desenvolvimento curricular baseado nas novas tendências mundiais, resultou numa análise
a nível teórico, com pertinência na clarificação de paradigmas associados à organização
curricular numa abordagem por competência, supervisão e liderança pedagógica e
liderança como premissa da autonomia das escolas.
O estudo assume-se como um estudo do caso, onde optamos por uma metodologia de
natureza qualitativa e pela análise de conteúdo como técnica para analisar os dados. A
informação foi obtida através da análise documental, observação e entrevista
semiestruturada realizada a nove professores, um coordenador e o gestor. Neste estudo
concluímos que os participantes conhecem os processos que envolveram a implementação
da Abordagem por Competência (APC), em que as lideranças tiveram um papel crucial,
com base no desenvolvimento profissional docente. Os constrangimentos verificados têm a
ver com as deficientes condições materiais e infra-estruturais da escola e, em face disso,
parece ter havido uma maior preocupação com os fundamentos e orientações
metodológicos da abordagem e não tanto com as formações e melhoria das logísticas.
Apesar dos constrangimentos apontados, a APC introduziu inovações notórias na estrutura
curricular da escola, concorrendo para a melhoria da qualidade educativa.
The educational paradigm has been changing over time and the topic of curricular organization at the regional and local levels is currently seen as a valuable solution for enabling curriculum operationalization and improving the education and training processes. In this perspective, the school leaders are called to the full assumption of their competences as institutional leaders or intermediaries in a joint action with the different actors of the teaching system. Research requires a question centered on the problem to be studied. Therefore, we state the following question: How do teachers, coordinators and school managers perceive the role of the different levels of leadership in the process of curriculum development based on the competency approach in the 3rd cycle of primary education in the Narciso Ramalho school? This question, associated with the growing need to focus on the organization and management of current schools, as prerequisites for the process of curriculum development based on new world trends, has resulted in a theoretical analysis, which is pertinent for the clarification of the paradigms associated with curriculum organization in the competency approach, and supervision and pedagogical leadership as premises of the autonomy of schools. This research work is a case study, where we chose a qualitative methodology and content analysis as techniques to analyze the data. Data were collected through documental analysis, observation, and semistructured interviews performed with nine teachers, a coordinator and the school manager. We concluded that the participants know the processes involved in the implementation of the competency approach, in which the leaders had a crucial role, based on the professional improvements achieved by the teachers. The issues faced are related to the poor physical and infrastructural conditions of the school. We also conclude that the fundamentals and methodological orientations of the approach have been of higher concern compared to the training process and the improvement of the logistics. Despite the constraints pointed out, the competency approach has introduced notorious innovations in the curricular structure of the school, contributing to the improvement of the educational quality.
