Abstract(s)
Este estudo, de cariz exploratório, teve como principal objetivo compreender as
razões que estão na base e foram determinantes na decisão dos cidadãos nacionais de
países terceiros à União Europeia, de se tornaram portugueses. Neste âmbito, interessounos, igualmente, pesquisar o impacto do novo estatuto em termos de laços identitários,
práticas sociais e culturais. O quadro teórico teve por referência os autores que
questionam o papel e o lugar da nacionalidade dentro do tradicional conceito de
cidadania agregado ao Estado-nação territorializado e que discutem a necessidade da sua
reconstrução fora deste paradigma, bem como o conceito de cidadania estratégica. Com
recurso a uma metodologia mista, elegemos como principal instrumento de recolha de
dados, o inquérito por questionário, aplicado a uma amostra não probabilística,
constituída por 197 indivíduos que acederam à nacionalidade portuguesa. Os dados
recolhidos sugerem que os processos, lógicas, dinâmicas e as motivações dos inquiridos,
independentemente de a ligação identitária e cultural a Portugal poder existir, são
suportadas por razões de ordem, maioritariamente, estratégica e instrumental.
Consubstanciam uma forma muito própria e ‘from below’ dos atores sociais contornarem
o paradoxo da cidadania que apesar da promessa igualitária da Democracia, há séculos,
traça a linha de fronteira entre o ‘Nós’ e os ‘Outros’, entre incluídos e excluídos e no
contexto da União Europeia, entre Europeus e não Europeus.
This exploratory study investigates the reasons why third-country national citizens to the European Union, become Portuguese. In a complementary way, also interests us understand what has changed in terms of identity ties, social and cultural practices as a result this new status. The theoretical framework was based on post-national authors who question the role and place of nationality, within the traditional concept of citizenship coupled to the territorialized nation-state, who discuss the need for reconstructing such states outside this paradigm, as well as the concept of strategic citizenship. Using a mixed methodology, we chose as the main data collection instrument a survey, applied to a non-probability sample, consisting of 197 individuals who obtained Portuguese nationality. The data collected suggest that the processes, logic, dynamics, and motivations of the respondents, regardless of whether a sentimental and identity-based connection to Portugal may exist, are supported on reasons which are mostly strategic and instrumental. They embody a very specific and ‘from below’ way where social actors bypass the paradox of citizenship which, despite the promise of equality through democracy, has for centuries, drawn a border between ‘us’ and ‘them’, between ‘included’ and ‘excluded’ and within the context of the EU, where we are placed, between Europeans and non-Europeans.
