O papel das organizações de ajuda alimentar no combate à insegurança alimentar : o caso de estudo no concelho de Loures

A população em Portugal tem experimentado insegurança alimentar ao longo dos últimos anos, uma realidade que tem motivado a atuação de diversas organizações de ajuda alimentar, as quais se tornaram um dos principais meios envolvidos no seu combate.
O objetivo geral deste trabalho é avaliar o papel que as organizações de ajuda alimentar desempenham no combate à insegurança alimentar no Concelho de Loures, com foco no acesso físico, social e económico a alimentos seguros e nutritivos, que atendam às necessidades nutricionais e preferências alimentares dos indivíduos que dependem dessa ajuda, promovendo um estilo de vida ativo e saudável, bem como analisar a importância dessas organizações no combater ao desperdício alimentar.
De forma a atingir esse objetivo, a metodologia adotada envolveu a condução de entrevistas semi-estruturadas, que foram exclusivamente aplicadas a um tipo específico de stakeholder, nomeadamente a oito gestores das organizações que integram as iniciativas de ajuda alimentar seguindo um guião de entrevista. Adicionalmente, seguindo um plano previamente definido, que incluiu a análise das formas de recolha, armazenamento e distribuição de alimentos, bem como a caracterização dos diferentes tipos de alimentos disponibilizados, foi realizada observação participante em duas organizações de ajuda alimentar (Refood Loures Tejo e Igreja de São José da Nazaré).
Todos os gestores consultados destacaram que o impacto das suas organizações se concretiza essencialmente através da recuperação e redistribuição de alimentos. Os mesmos consideraram que o objetivo foi atingido, na medida em que percecionam que as organizações têm um papel que desempenham no combate à insegurança alimentar. Das observações participantes, constatou-se que apesar de todas as limitações logísticas, ambas as organizações prestam apoio alimentar contínuo com frequência diária no caso da Refood e frequência mensal no caso da Igreja de São José da Nazaré, contribuindo assim para uma amenização da insegurança alimentar que os seus beneficiários enfrentam. No caso da Refood, realça-se o facto de serem redistribuídos excedentes alimentares provenientes de comércio, combatendo o desperdício alimentar.
A atuação destas organizações não deve ser vista isoladamente, mas como parte de um sistema mais amplo de políticas públicas e iniciativas comunitárias destinadas a combater a insegurança alimentar. No entanto, a raridade de políticas públicas destinadas a lidar com a insegurança alimentar vem reforçar a importância da existência dessas organizações, que na maioria dos casos são o principal interveniente no combate à insegurança alimentar. Contudo, a maioria dos gestores relata que há barreiras difíceis de ultrapassar, melhorias a realizar e que há uma parte da população em Loures que enfrenta diariamente insegurança alimentar, sem receber qualquer apoio.
The population in Portugal has experienced food insecurity over the past few years, a reality that has motivated the actions of several food aid organisations, which have become one of the main methods used to fight this problem. The general aim of this work is to evaluate the role that food aid organisations play in combating food insecurity in the Municipality of Loures, focusing on physical, social, and economic access to safe and nutritious food that meets the nutritional needs and food preferences of individuals who rely on this assistance, promoting an active and healthy lifestyle, as well as analysing the importance of these organisations in the prevention of food waste. In order to achieve this goal, the methodology adopted involved conducting semi-structured interviews, which were exclusively applied to a specific type of stakeholder, namely eight managers of organisations that are part of the food aid initiatives, following an interview script. In addition, following a previously defined plan, which included analysing the ways in which food is collected, stored and distributed, as well as characterizing the different types of food made available, participant observation was undertaken at two food aid organisations (Refood Loures Tejo and Church of São José da Nazaré). All the managers consulted stressed that the impact of their organisations is mainly through the recovery and redistribution of food. They consider that the target has been accomplished, insofar as they perceive that the organisations have a role to play in combating food insecurity. From the participant observations, it emerged that despite all the logistical limitations, both organisations provide continuous food support on a daily basis in the case of Refood and on a monthly basis in the case of the Church of São José da Nazaré, thus helping to mitigate the food insecurity faced by their beneficiaries. In the case of Refood, it is worth highlighting the fact that surplus food from commercial sources is redistributed, thus helping to combat food waste. The work of these organisations should not be seen in isolation but as part of a broader system of public policies and community initiatives aimed at tackling food insecurity. However, the rarity of public policies aimed at dealing with food insecurity reinforces the importance of the existence of these organisations, which in most cases are the main actor in the battle against this issue. Nevertheless, the majority of managers’ report that there are difficult barriers to overcome, improvements to be made, and that there is a section of the population in Loures that faces food insecurity on a day-to-day basis without receiving any support.
