Ciganos e políticas sociais em Portugal

Considerando as transformações sociais e políticas verificadas em Portugal desde o 25 de abril de 1974, altura em que foi implementado o sistema democrático, passou a vigorar a conceção de cidadania universal para todos os portugueses. Contudo, nem todos os cidadãos estão em iguais circunstâncias no acesso pleno dos direitos de cidadania. O objetivo deste texto é refletir e discutir alguns dos impactos das medidas e políticas sociais sobre as pessoas e famílias ciganas, bem como as mudanças (in)visíveis subjacentes aos processos plurais de reconfiguração sócio identitária.
Considering the social and political changes that took place in Portugal, from April 25, 1974, specifically provided since the democratic system was implemented, became effective an understanding that advocates universal citizenship for all Portuguese. However, not all citizens are in equal circumstances on full access to the rights of citizenship. The objective of this paper is to reflect and discuss some of the impacts of measures and social policies on Gypsies people and families, as well as the (in)visible changes, although the underlying behind the plural processes of social and identity reconfiguration.
