Abstract(s)
As relações entre a União Europeia (UE) e África remontam à criação da Comunidade Europeia do Carvão e do Aço (CECA), ainda na década de 1950. Apesar da sua evolução, em especial a partir do início deste século, as relações entre a UE e África são classificadas como complexas e multifacetadas. Adicionalmente, o continente africano é considerado de interesse estratégico para a UE por diversas razões, sendo uma delas a segurança. Por outro lado, a Política Comum de Segurança e Defesa (PCSD) e as suas missões e operações, civis e militares, em África, constituem um instrumento da política externa e de ação da UE no continente africano, com vista a alcançar os seus objetivos políticos, difundir os seus valores e defender os seus interesses. Desta forma, as missões e operações da PCSD parecem assumir uma importância estratégica para as relações UE-África, moldando-as, porém, de forma diferenciada. Importa, por isso, identificar as razões e em que medida tal acontece.
Assim, para alcançar esse objetivo, esta dissertação está dividida em quatro capítulos principais, nos quais se procede a uma contextualização do estudo, se apresenta a importância de África para a UE e as relações entre ambos, se aborda a PCSD e as suas missões e operações em África e se avalia o seu impacto e importância para essas relações.
Por fim, são expostas as conclusões, com o intuito de realçar e aferir a importância estratégica das missões e operações da PCSD em África, para as relações entre a UE e o continente africano.
Relations between the European Union (EU) and Africa date back to the beginnings of the European Coal and Steel Community (ECSC) in the 1950s. Despite their development, especially since the beginning of this century, EU-Africa relations are considered complex and multifaceted. Moreover, the African continent is of strategic interest to the EU for several reasons, one of which is security. On the other hand, the Common Security and Defence Policy (CSDP) and its civilian and military missions and operations in Africa are an instrument of the EU's foreign policy and action on the African continent to achieve its political objectives, promote its values and defend its interests. In this way, CSDP missions and operations appear to be of strategic importance for EU-Africa relations, but they shape them in different ways. It is therefore important to identify why and to what extent this is the case. In order to achieve this objective, this dissertation is divided into four main chapters, which contextualise the study, present the importance of Africa for the EU and relations between the two, discuss the CSDP and its missions and operations in Africa, and assess its impact and significance for these relations. Finally, conclusions are drawn to highlight and assess the strategic importance of CSDP missions and operations in Africa for EU-African relations.
