Abstract(s)
A globalização, mais de que um fenómeno de exportação de unidades produtivas e serviços das multinacionais, significa uma mutação orgânica e estrutural na transferência interna de recursos das empresas. A internacionalização configura o perfil dos grandes grupos económicos na dependência Sede-Filiais como uma evolução do conceito de serviços duplicados para partilhados.
Após a década de 1990, uma nova orientação económica fomentou a partição de serviços não-estratégicos das empresas em centros de serviços autónomos nas economias periféricas. Este estudo caracteriza a dimensão em Portugal dos Centros de Serviços Partilhados e de Negócios Globais como expressão dessa orientação estratégica. Os estudos existentes focaram-se fundamentalmente nas transformações dos processos internos das organizações.
Na busca de complementar essas narrativas, suportado pelo enquadramento teórico da estrutura das unidades orgânicas plurinacionais, este estudo determina o impacto dos novos serviços nos domínios económico, social e demográfico dos países, especificamente de Portugal, avaliando as políticas públicas adotadas.
A investigação tem cinco capítulos, em que se procede ao enquadramento teórico do problema e à revisão da literatura científica, à caracterização dos Centros de Serviços Partilhados e à análise da sua implementação, distribuição e impacto económico e social em Portugal. Procede-se ainda à discussão dos resultados do
inquérito realizado a colaboradores dos CSP.
Conclui-se que a evolução dos centros de apoio às grandes multinacionais para unidades autónomas ultrapassa a opção pelo baixo nível salarial das economias periféricas, implicando, no caso português, o desenvolvimento dos territórios e valorização da mão-de-obra, num contexto de forte concorrência
internacional na captação de investimento estrangeiro.
Globalization, more than a phenomenon of exporting production units and services from multinationals, means an organic and structural mutation in the internal transfer of company resources. Internationalization shapes the profile of large economic groups in Headquarters-Branches dependence as an evolution of the concept of duplicated to shared services. After the 1990s, a new economic orientation encouraged the division of companies' non-strategic services into autonomous service centers in peripheral economies. This study characterizes the dimension of Shared Services and Global Business Centers in Portugal as an expression of this strategic orientation. Existing studies focused fundamentally on transformations in organizations' internal processes. In the search for complementary narratives, supported by the theoretical framework of the structure of plurinational organic units, this study determines the impact of new services on the economic, social and demographic domains of the countries, specifically Portugal, evaluating the proposed public policies. The investigation has five chapters, which provide a theoretical framework of the problem and a review of the scientific literature, the characterization of Shared Service Centers and the analysis of their implementation, distribution and economic and social impact in Portugal. The results of the survey conducted among CSP employees will also be discussed. It is concluded that the evolution of support centers for large multinationals into autonomous units goes beyond the option for the low wage level of peripheral economies, implying, in the Portuguese case, the development of territories and valorization of labor, in a context of strong International in foreign investment attraction.
