Implementação e gestão das aulas de substituição : um estudo relativo ao período de 2006 a 2010

Abstract(s)
Tendo em conta o estipulado no artigo 12º do despacho 13599/2006 de 28 de Junho, a escola é responsável pela ocupação plena dos tempos escolares, e mais especificamente, no que se refere à alínea c) do ponto 3 do referido despacho, “(…) a direção executiva deve proceder à aprovação de um plano anual de distribuição do serviço docente que assegure a ocupação plena dos alunos (…) durante o seu horário letivo, na situação de ausência temporária do docente titular de turma/disciplina.”
Neste sentido, consideramos essencial perceber de que forma este plano de ocupação está a ser posto em prática e em que medida as aulas de substituição contribuem efetivamente para a plena ocupação dos alunos.
O estudo é de natureza qualitativa e realizou-se numa escola do ensino básico do 2º e 3º Ciclos da zona de Santarém, abrangendo o período de 2006 a 2010. O estudo empírico baseou-se em entrevistas realizadas à Presidente do Conselho Executivo que presidia aquando da publicação do referido despacho e ao atual diretor da escola. Completou-se com a análise dos registos das aulas de substituição e com o projeto educativo.
As principais conclusões relacionam-se com as razões educacionais que levaram à implementação das aulas de substituição, as quais indicam que estas apenas revertem o carácter exclusivo de ocupação dos tempos escolares dos alunos.
Considering the Article 12 of the order 13599/2006 of 28 June, the school is responsible for students’ occupation during the period of school time, more specifically, in relation to point c) of section 3 of that order, the executive board must proceed with the approval of an annual plan for the distribution of teaching service to ensure full occupation of the students (...) during their school hours, including the situations of temporary absence of the teacher responsible for the class. Therefore, we consider essential to understand how this occupation plan is being implemented and the extent to which the classes of substitution contribute effectively to the full occupation of the students. The study is of qualitative nature and was conducted in elementary school from the 2nd and 3rd cycles. The empirical study was based on interviews with the President of the Executive board and with the present Director. It was completed with an analysis of the registrations of the classes of substitution and with the school educational project. The main conclusions are based on the educational reasons that led to the implementation of the classes of substitution, which indicate that they have only emerged with the purpose of occupying students.
