Abstract(s)
Na presente dissertação é feita uma análise sobre a implementação e gestão
do projeto da Janela Única Logística (JUL), já em vigor em alguns portos nacionais
desde 2019, como os portos de Aveiro e Figueira da Foz, e de que forma a
utilização da Janela Única Logística afeta os atores ao longo da cadeia logística,
com foco na carga contentorizada à exportação. Assim, a presente dissertação foi
desenvolvida com a finalidade de investigar se a implementação da Janela Única
Logística transporta consigo, efetivamente, uma transformação digital, com a
desmaterialização de procedimentos administrativos; se descomplica os processos
operacionais para todos os stakeholders envolvidos de igual forma; se acrescenta
valor às redes logísticas e portuárias; e se a aposta em corredores multimodais e
intermodais, têm como consequência direta uma maior celeridade das operações
logísticas. Pretendeu-se ainda investigar se a JUL é capaz de aumentar a
competitividade e eficiência dos portos nacionais, que utilizam este sistema
eletrónico. Pretendeu-se assim, fazer um estudo da aplicação da JUL e dos
sistemas de informação e investigar de que forma as tecnologias estão a ser
utilizadas para favorecer as trocas de informação, tanto a nível nacional como
europeu, como a integração e interligação com outros sistemas de informação de
outros portos europeus, como por exemplo Antuérpia e Roterdão, que facilitem a
comunicação ao longo da cadeia logística. A metodologia é de caracter qualitativo
com recurso à análise documental.
This dissertation analyzes the implementation and management of the Single Logistics Window, which has been current in some national ports since 2019, such as the Aveiro and Figueira da Foz ports, and how the operate of Single Logistics Window affects the actors along the logistics chain, with focus on container cargo for export. This dissertation was developed to investigate whether the implementation of Single Logistics Window effectively carries with it a digital transformation, with the dematerialization of administrative procedures; if it simplifies the operational processes for all stakeholders involved in the same way; if the value is added to the logistics and ports networks; and if the bet on multimodal and intermodal corridors, has direct consequence in greater speed in the logistical operations. As well, if Single Logistics Window can increase the competitiveness and efficiency of national ports, that they use this electronic system. It is intended, therefore, to make a study of the application of Single Logistics Window and information systems and to investigate, how the technologies are being used to benefit the share of information, such as national and the European level, as well as the integration and interconnection with other systems information from other European ports, such as Antwerp and Rotterdam, to facilitate communication along the logistics chain. The methodology is qualitative using documentary analysis.
