Abstract(s)
O modelo conceptual SmartODS proposto, no âmbito da presente investigação, tem
por objetivo conhecer o nível de implementação do conceito de smart governance
nos municípios do litoral norte de Portugal, através da análise da atividade das
cidades, a partir dos seus principais projetos. Este modelo permite uma
aproximação eficaz e eficiente aos Objetivos do Desenvolvimento Sustentável
ODS, para a Agenda 2030, da Organização das Nações Unidas, ONU, daí a sua
relevância. Nesta análise territorial, foram aplicadas técnicas multicritério, as quais
convergem para indicadores de sustentabilidade, relacionados com as dimensões
chave das smart cities. O racional desta medida é que permite dinamizar uma
ferramenta integrada com os sistemas de gestão, vertidos para indicadores de
desempenho, os quais são promotores de melhoria contínua, transparência e
participação, em termos do smart governance, o qual é alavancado pela presença
digital e pela proliferação dos e-services. O modelo pretende conhecer o grau de
implementação dos projetos smart sustentáveis, baseando-se no estudo
exploratório ao referencial bibliográfico e ao estado da arte sobre governança, egovernance, smart governance, smart cities, vetores e políticas smart, enquadradas
com a digitalização e evolução das tecnologias de informação e comunicação, e
integradas nos padrões internacionais e normativos para o desenvolvimento
sustentável. Como trabalho empírico, aplicou-se o modelo a projetos de três
cidades, classificadas na literatura como smart cities - Porto, Aveiro e Águeda -
através do estudo dos indicadores de desempenho e posicionamento estratégico
para a sustentabilidade e e-services. Conclui-se que a região estudada carece de
projetos, públicos e privados, integrados com o plano estratégico para a
governança participativa, de forma eficaz e eficiente, com vista à promoção da
sustentabilidade, inclusão e resiliência das cidades e das comunidades.
The SmartODS conceptual model, proposed within the scope of the present research, aims to analyse the level of implementation of smart governance in the municipalities of the northern coast of Portugal, with an impact in the effective and efficient promotion of the SDGs for the 2030 Agenda of the United Nations, through the study of the project-based activities of these cities. Multicriteria techniques were applied, which converge to sustainability indicators, related to key dimensions of smart cities. This integrated tool, enables streamlining management systems, converted into performance indicators that promote continuous improvement, transparency, and participation in smart governance, leveraged by the digital presence and proliferation of e-services. The model studies the degree of implementation of smart sustainable projects in this territory, based on the exploratory study of the bibliographic reference and the state of the art on governance, e-governance, smart governance, smart cities, vectors and smart policies, framed within the digitization and evolution of information and communication technologies, and integrated into international standards and regulations for the sustainable development of cities and communities, in line with the guidelines of the United Nations for the 2030 Agenda. At an empirical level, the model was applied to projects in three cities on the northern coast of Portugal, classified in the literature as smart cities: Porto, Aveiro and Águeda. The analysis of these cities preceded the study of performance indicators and strategic positioning for sustainability and e-services. It is concluded that the studied region lacks projects, public and private, integrated with the strategic plan for participatory, effective and efficient governance with a view to promoting sustainability, inclusion and resilience of cities and communities.
