Esta dissertação analisa a evolução e os impactos da IA no contexto da UE, explorando tanto os avanços técnicos como as implicações éticas, sociais e regulatórias associadas à sua crescente implementação. A IA tem-se afirmado como uma tecnologia transformadora com aplicações significativas em setores como a saúde, a educação e a economia, permitindo otimizar processos, personalizar serviços e enfrentar problemas complexos. Apesar do seu potencial, a tecnologia levanta desafios relevantes, entre os quais se destacam a discriminação algorítmica, as questões de privacidade e segurança de dados e o agravamento das desigualdades digitais, exigindo uma análise crítica e multidisciplinar.
As questões de investigação centram-se nos impactos positivos e negativos da IA em diferentes setores, na forma como está a ser regulamentada na UE e no potencial da sua integração na educação para promover maior equidade e acessibilidade. A hipótese orientadora deste estudo defende que, embora a IA possa melhorar significativamente áreas como a saúde e a educação, a sua adoção requer uma gestão ética rigorosa, especialmente no que respeita à proteção de dados e à segurança digital.
Neste sentido, destaca-se a importância das políticas públicas e da cooperação europeia na construção de um quadro regulatório sólido, inclusivo e proativo, capaz de antecipar cenários futuros e integrar perspetivas de diversos atores sociais, incluindo especialistas em ética e grupos vulneráveis. Assim, o objetivo central desta dissertação é compreender como a IA pode ser aplicada de forma responsável e sustentável, promovendo uma transformação digital que reduza desigualdades e contribua para uma sociedade europeia mais justa e equitativa.
This dissertation examines the evolution and impacts of Artificial Intelligence (AI) within the context of the European Union (EU), addressing both technological advancements and the ethical, social, and regulatory implications associated with its growing implementation. AI has increasingly established itself as a transformative technology with significant applications in sectors such as health, education, and the economy, enabling process optimization, service personalization, and the resolution of complex problems. Despite its potential, AI also raises important challenges, including algorithmic discrimination, data privacy and security concerns, and the widening of digital inequalities, underscoring the need for a critical and multidisciplinary analysis. The research focuses on the positive and negative impacts of AI across different sectors, how AI is being regulated within the EU, and the potential of its integration in education to promote equity and accessibility. The central hypothesis argues that although AI can significantly enhance fields such as health and education, its adoption requires rigorous ethical oversight, particularly regarding data protection and digital security. In this context, the importance of public policies and European cooperation is emphasized in the development of a robust, inclusive, and proactive regulatory framework capable of anticipating future scenarios and incorporating the perspectives of diverse social actors, including ethics specialists and vulnerable groups. The overarching aim of the dissertation is to understand how AI can be applied responsibly and sustainably, supporting a digital transformation that mitigates inequalities and contributes to a fairer and more equitable European society.
