Abstract(s)
Considerando a necessidade de assegurar uma adequada articulação entre a vida
profissional, pessoal e familiar para combater as assimetrias de género que ainda
persistem na sociedade portuguesa, e que a conciliação é um tema central na agenda
política nacional porque tem impacto na produtividade e sustentabilidade demográfica
do país selecionou‐se um organismo da Administração Pública Central, a Comissão para
a Cidadania e a Igualdade de Género para, no âmbito de um estudo de caso, identificar
e analisar as necessidades das pessoas trabalhadoras em termos de articulação entre a
vida pessoal familiar e profissional e identificar os obstáculos à adoção de medidas de
conciliação, os quais sejam transversais aos restantes organismos da Administração
Pública Central. O presente estudo procura desta forma iniciar uma reflexão sobre as
limitações e obstáculos existentes na Administração Pública (AP), para dar resposta,
dentro de um quadro legal onde a lei é o princípio e o fim da atuação da AP, às
necessidades dos trabalhadores e das trabalhadoras de flexibilidade e inovação na
gestão dos seus tempos de trabalho.
Considering the need to ensure an adequate work‐life balance to fight the gender asymmetries that still persist in Portuguese society, and the fact work‐life balance is a central theme in the national political agenda because it has an impact on the productivity and demographic sustainability of the country, an agency of the Central Public Administration, the Commission for Citizenship and Gender Equality, was selected in the context of a case study, to identify and analyze the needs of working people in terms of work‐life balance and identify the obstacles to the adoption of work‐life balancing measures, which are transversal to the other bodies of the Central Public Administration. The current study seeks thus to initiate a reflection on the existing limitations and obstacles in the public administration, in order to respond, within a legal framework where the law is the beginning and the aim of the public activity, to the needs of flexibility and innovation of civil servants in terms of the management of their working hours.
