O Programa Primeiro Emprego, desenvolvido pelo Governo do Estado de Sergipe, em parceria com a Secretaria de Estado do Trabalho, Emprego e Empreendedorismo (SETEEM) e o Serviço Nacional de Aprendizagem Comercial (Senac), teve como objetivo promover a inserção produtiva de jovens entre 18 e 29 anos que haviam concluído o ensino médio. A iniciativa ofereceu uma bolsa como ajuda de custo e garantiu a formalização do vínculo empregatício por meio da assinatura da carteira de trabalho em empresas parceiras. Com foco na qualificação profissional e no acompanhamento pedagógico, o Senac contribuiu para a formação técnica e cidadã dos participantes, reforçando a articulação entre educação e trabalho. A análise deste programa partiu da compreensão de que políticas públicas voltadas à juventude devem considerar não apenas a preparação para o mercado, mas também o fortalecimento do projeto de vida dos jovens, conforme defendido por Jardim (2021), para quem a orientação vocacional é um processo educativo essencial à construção de trajetórias significativas. De modo complementar, Frigotto (2006) argumenta que a educação profissional deve ser compreendida como prática social transformadora, voltada à formação integral e à superação das desigualdades estruturais que afetam a juventude brasileira. A pesquisa, de caráter qualitativo, utilizou análise documental e entrevistas com jovens beneficiários e gestores do programa, a fim de identificar os impactos subjetivos e sociais gerados pela experiência. Os resultados preliminares indicaram ganhos relevantes na autoestima, no engajamento educacional e no sentimento de pertencimento dos participantes, além da ampliação das perspectivas de futuro. Conclui-se que o Programa Primeiro Emprego contribuiu para o fortalecimento da cidadania juvenil ao integrar educação, trabalho e desenvolvimento humano em uma proposta concreta de inclusão social e produtiva.
The First Job Program, developed by the Government of the State of Sergipe, in partnership with the State Secretariat of Labor, Employment and Entrepreneurship (SETEEM) and the National Service for Commercial Training (SENAC), aimed to promote the productive insertion of young people between 18 and 29 years old who had completed high school. The initiative offered a scholarship as a cost-of-living allowance and guaranteed the formalization of the employment relationship through the signing of the work card in partner companies. With a focus on professional qualification and pedagogical monitoring, SENAC contributed to the technical and civic training of the participants, reinforcing the link between education and work. The analysis of this program was based on the understanding that public policies aimed at young people should consider not only preparation for the market, but also the strengthening of the life project of young people, as defended by Jardim (2021), for whom vocational guidance is an essential educational process for the construction of meaningful trajectories. In a complementary manner, Frigotto (2006) argues that professional education should be understood as a transformative social practice, aimed at comprehensive education and overcoming the structural inequalities that affect Brazilian youth. The qualitative research used documentary analysis and interviews with young beneficiaries and program managers in order to identify the subjective and social impacts generated by the experience. Preliminary results indicated significant gains in self-esteem, educational engagement, and a sense of belonging among participants, in addition to expanding future prospects. It is concluded that the First Job Program contributed to strengthening youth citizenship by integrating education, work, and human development in a concrete proposal for social and productive inclusion.
