| dc.description.abstract | A polícia acompanha a humani-dade: nenhuma cidade subsiste sem polícia — é um bem maior. A polícia afiança a cidadania ao garantir a segurança, a primeira das liberdades e base do contrato social: sem segurança evapora-se a liberdade. Hodiernamente, a polícia exprime-se no singular e concretiza-se no plural — é glocal. Embora a ideia de polícia seja global, a matriz policial varia consoante o país: Portugal adopta o modelo dual — um legado napoleónico, patente nas forças de segurança. Parte da Administração Pública, a polícia portuguesa procede ao controlo coativo da deliquência. | por |
| dc.description.abstract | The police have accompanied humanity throughout history: no city can exist without policing — it is a fundamental good. The police guarantee citizenship by ensuring security, the foremost of freedoms and the foundation of the social contract; without security, freedom evaporates. Today, policing is expressed in the singular but materializes in the plural — it is glocal. Although the idea of policing is global, police models vary from country to country: Portugal adopts a dual model — a Napoleonic legacy reflected in its security forces. As part of the Public Administration, the Portuguese police carry out the coercive control of delinquency. | eng |
