Apesar dos avanços legislativos em Portugal no domínio da identidade de género, a inserção profissional, enquanto processo atravessado por dinâmicas sociais e institucionais, continua a ser marcada por desigualdades estruturais que condicionam o acesso, a permanência e a progressão no mercado de trabalho. Estas desigualdades afetam particularmente as pessoas trans e não-binárias (European Union Agency for Fundamental Rights, 2020; Saleiro et al., 2022). A presente dissertação tem como objetivo compreender as representações e práticas das equipas técnicas gestoras de processos do Rendimento Social de Inserção (RSI) no concelho de Sintra, no que respeita à inserção profissional de pessoas trans e não-binárias. O estudo adota uma abordagem qualitativa e centra-se na análise de discursos e experiências de quem intervém diretamente no acompanhamento das pessoas beneficiárias, num contexto marcado por desigualdades estruturais e discriminação associada à identidade e à expressão de género. A recolha de informação baseou-se em entrevistas semiestruturadas a sete pessoas técnicas, complementadas por um questionário sociodemográfico. A análise temática permitiu identificar obstáculos à inserção profissional, representações sobre género e estratégias mobilizadas na intervenção. Os resultados evidenciam que os percursos de inserção são condicionados por fatores socioeconómicos acumulados, pela persistência de discriminação no mercado de trabalho e por limitações institucionais, incluindo lógicas binárias nos procedimentos administrativos. A análise revela ainda a coexistência de intenções inclusivas com dificuldades na compreensão da diversidade de género, que podem influenciar expectativas e estratégias de encaminhamento.
Despite legislative advances in Portugal in the field of gender identity, labour market integration remains shaped by structural inequalities that constrain access, retention, and career progression. These inequalities particularly affect trans and non-binary people (European Union Agency for Fundamental Rights, 2020; Saleiro et al., 2022). This dissertation aims to understand the representations and practices of technical staff responsible for managing Social Integration Income (RSI) processes in the municipality of Sintra, regarding the labour market integration of trans and non-binary people. The study adopts a qualitative approach and focuses on the analysis of the discourses and experiences of professionals directly involved in supporting beneficiaries, within a context marked by structural inequalities and discrimination related to gender identity and expression. Data collection was based on semi-structured interviews with seven technical staff members, complemented by a brief sociodemographic questionnaire. Thematic analysis made it possible to identify barriers to labour market integration, representations of gender, and strategies mobilised in professional practice. The results show that integration pathways are shaped by accumulated socioeconomic factors, persistent labour market discrimination, and institutional constraints, including binary logics embedded in administrative procedures. The analysis also highlights the coexistence of inclusive intentions with difficulties in understanding gender diversity, which may influence expectations and referral strategies.
