Abstract(s)
O presente trabalho incide sobre o Capital Intelectual e a Gestão Estratégica de
Recursos Humanos no Setor Público.
É um tema que assume particular relevância e pertinência nos dias de hoje, uma
vez que se vive num contexto de emergência do conhecimento como recurso chave
da competitividade empresarial e da melhoria dos seus resultados.
Sendo os Recursos Humanos o motor de qualquer organização, torna-se
necessário criar condições para o seu reconhecimento e valorização profissional,
com vista à motivação dos colaboradores e, consequentemente, à melhoria do seu
desempenho profissional.
Neste sentido, este trabalho tem como objetivos analisar a importância da gestão
estratégica de recursos humanos através do reconhecimento e valorização do
Capital Intelectual na performance organizacional e refletir sobre o modo de
conceber a avaliação do impacto da gestão dos intangíveis no desempenho do
Setor Público.
Pretende-se com o presente estudo contribuir, de alguma forma, para a mudança
de paradigma em relação ao tema, pois é fundamental que se aposte cada vez
mais na educação e na busca insaciável de melhores qualificações por parte dos
cidadãos em geral e também perceber o ponto de vista do Setor Público, através
de um estudo de caso, sobre o conceito de Capital Intelectual e os seus
componentes, em particular o capital humano e a sua aplicação e valorização neste
setor, considerando que os estudos realizados sobre o tema em questão têm maior
incidência no setor privado do que no setor público.
O estudo procura também identificar os meios de valorização e reconhecimento do
capital intelectual e dos seus componentes, e a sua importância na performance
organizacional, nomeadamente ao nível da gestão estratégica de recursos
humanos, sendo a sua natureza intangível, tendo como elemento dominante o
conhecimento e que decorre da sua invisibilidade, imaterialidade e caráter
maioritariamente tácito.
The current study focuses on Intellectual Capital and its influence on the Strategic Management of Human Resources at the level of the Public Sector. It is a topic that is particularly relevant and pertinent today, since we live in a context of the emergence of knowledge as a key resource for business competitiveness and the improvement of its results. Being the Human Resources, the engine of any organization, it is necessary to create conditions for its recognition and professional appreciation, with a view to the motivation of the workers and, consequently, to the improvement of their professional performance. In this sense, this work aims to analyze the importance of the strategic management of human resources through the recognition and valorization of Intellectual Capital in the organizational performance and to reflect on the way of designing the evaluation of the impact of intangible management on the performance of the Public Sector. The present study intends to contribute in some way to the paradigm shift in relation to the theme, since it is fundamental that it bets more and more on education and the insatiable search for better qualifications by the citizens in general and also perceive The point of view of the Public Sector, through a case study, on the concept of Intellectual Capital and its components, in particular human capital and its application and valuation in this sector, considering that the studies carried out on the subject in question Have a greater impact on the private sector than on the public sector. The study also seeks to identify the means of valorization and recognition of intellectual capital and its components, and its importance in organizational performance, namely at the level of strategic management of human resources, its nature being intangible, having as its dominant element knowledge and which stems from its invisibility, immateriality and mostly tacit character.
