As medidas que integram os PII incidem sobre uma grande variedade de sectores como a habitação, a saúde, a educação, a segurança social ou a justiça, revelando assim o carácter transversal da política integração. No entanto, e tendo em conta a forma como estão estruturados, os dois planos não
conseguem afastar a impressão de serem uma compilação de propostas de diferentes ministérios.
As medidas que integram os PII prosseguem no essencial dois objectivos: informar, sensibilizar e formar os imigrantes, e incentivar os sectores da administração pública que têm um maior contacto
com as minorias a capacitarem-se para lidarem com a diversidade cultural.
Quanto aos relatórios de execução existentes, eles são excessivamente descritivos e estão concentrados nas taxas de execução das medidas dos PII, sem que nos forneçam elementos que possibilitem analisar o impacto efectivo que elas têm nas condições de vida dos imigrantes e no
respectivo nível de integração na sociedade portuguesa.
The plans for immigrants’ integration: integration policy or integration measures? The measures which integrate the PII are focused on a wide range of sectors such as housing, health, education, social security or justice, thus revealing the cross-cutting nature of political integration. However, taking into account how they are structured, the two plans cannot discard the impression of being a compilation of proposals of different ministries. The measures included in the PII pursue essentially two objectives: to inform, sensitize and educate immigrants, and encourage administrative sectors that have greater contact with minorities to empower themselves to deal with cultural diversity. Regarding the existent reports, they are overly descriptive and are concentrated in the rates of implementation of the measures of PII without providing elements that allow us to analyze the actual impact they have on the living conditions of immigrants and their level of integration in the Portuguese society.
