| dc.description.abstract | A presente dissertação analisa a problemática da fraude documental como elemento catalisador da imigração ilegal em Portugal, num cenário marcado por uma profunda reestruturação institucional do sistema de controlo de fronteiras. O estudo investiga as consequências da extinção do Serviço de Estrangeiros e Fronteiras (SEF), associada à dispersão de competências pelas forças de segurança territoriais e pela vertente administrativa (AIMA), sobre o controlo da imigração ilegal tendo por base a fraude documental. Utilizando uma metodologia mista, o trabalho cruza a análise quantitativa de dados oficiais (2017-2024) com os resultados de um inquérito por questionário aplicado a operacionais da linha da frente. A investigação identifica um paradoxo crítico: enquanto as redes criminosas utilizam tecnologias avançadas de manipulação de dados, a eficácia da biometria e dos sistemas automáticos de controlo é comprometida por um défice de formação técnica especializada e pela perda de memória institucional. Os resultados demonstram que a permeabilidade das fronteiras, agravada pela exaustão operacional e pela fragmentação de competências, não coloca apenas em causa a segurança interna, mas facilita também a atuação de redes ligadas ao tráfico de seres humanos. Conclui-se que a resiliência do sistema exige a restauração da autonomia operacional das forças de segurança e um investimento urgente na formação contínua em análise forense documental, de modo a garantir que a tecnologia seja um complemento e não um substituto do olhar especializado. | por |
| dc.description.abstract | This dissertation analyzes the issue of document fraud as a catalyst for illegal immigration in Portugal, within a framework marked by a profound institutional restructuring of the border control system. The study investigates the consequences of the dissolution of the Foreigners and Borders Service (SEF), associated with the dispersal of powers among territorial security forces and the administrative branch (AIMA), on the control of illegal immigration based on document fraud. Utilizing a mixed-methodology approach, the research cross-references the quantitative analysis of official data (2017–2024) with the results of a survey conducted with frontline officers. The investigation identifies a critical paradox: while criminal networks utilize advanced data manipulation technologies, the effectiveness of biometrics and automated control systems is compromised by a deficit in specialized technical training and the loss of institutional memory. The results demonstrate that border permeability, exacerbated by operational exhaustion and the fragmentation of competences, not only undermines internal security but also facilitates the activities of networks linked to human trafficking. It is concluded that the resilience of the system requires the restoration of operational autonomy for security forces and an urgent investment in continuous training in forensic document analysis, ensuring that technology serves as a complement to, rather than a substitute for, the specialized human eye. | eng |
