Abstract(s)
A presente dissertação de mestrado tem como principal objetivo apresentar uma
análise do valor da língua portuguesa como ativo político internacional. Da mesma forma
é também importante clarificar o papel de Portugal na difusão e implementação da língua
que não é apenas do país Portugal ou dos países de expressão portuguesa. É uma língua
super-central que desde século XVI abandona o seu caráter regional e começa a pertencer
a cada falante nos mais variados espaços do globo.
Sendo assim, pretende-se começar por contextualizar o objeto de estudo na área
específica de política de língua e planeamento de língua. Analisar a génese destas
atividades e através de exemplos entender o caminho paralelo percorrido pela língua e o
poder político. Esta contextualização teórica acrescenta à tese de mestrado uma perspetiva
histórica resumida mas relevante para a área. Informa-se desde contexto histórico da
política e planeamento linguístico até às necessidades atuais e assim, acabamos por chegar
à atualidade através do “barco” da língua portuguesa e dos seus “comandantes”. Tornase necessário verificar as vantagens que estão associadas à língua portuguesa,
nomeadamente o número de falantes da língua e a sua particularidade de marcar presença
em cinco continentes. Realiza-se ainda uma análise do seu valor económico e social mas
antes de tudo, e como esta pesquisa foca essencialmente o papel de Portugal, verifica-se
a evolução, em termos de política de língua, de todos os governos portugueses posteriores
ao 25 de Abril.
Com maior ou menor dificuldade de implementação, existem instituições que têm
responsabilidades na execução de políticas de língua referentes à língua portuguesa. É
parte fundamental deste trabalho dissertar sobre as mesmas e sendo assim apresentar uma
análise cuidada da Comunidade dos Países de Língua Portuguesa (CPLP) dos seus
elementos e das suas estratégias, do Instituto Internacional da Língua Portuguesa (IILP)
e do Camões, Instituto da Cooperação e da Língua, IP (Camões IP).
The main objective of the present master thesis is to present an analysis of the value of the Portuguese language as an international political asset. Likewise, it is also important to clarify the role of Portugal in the diffusion and implementation of the language that is not only of the country Portugal or the Portuguese-speaking countries. It is a super-central language that since the 16th century abandons its regional character and begins to belong to each speaker in the most varied spaces of the globe. Therefore, we intend to start by contextualizing the object of study in the specific area of language policy and language planning. To analyse the genesis of these activities and through examples understand the parallel path taken by language and political power. This theoretical contextualisation adds to the MA thesis a brief but relevant historical perspective to the area. It informs from the historical context of language policy and planning to current needs and thus, we end up reaching the present day through the "boat" of the Portuguese language and its "captains". It becomes necessary to verify the advantages that are associated with the Portuguese language, namely the number of speakers and its particularity of being present in five continents. An analysis of its economic and social value is also carried out but above all, and as this research focuses essentially on the role of Portugal, the evolution in terms of language policy of all the Portuguese governments since the 25th of April is verified. With greater or lesser difficulty of implementation, there are institutions which have responsibilities in the execution of language policies concerning the Portuguese language. It is a fundamental part of this paper to dissect on them and thus present a careful analysis of the Community of Portuguese Speaking Countries (CPLP), its elements and strategies, the International Institute of the Portuguese Language (IILP) and Camões, Institute of Cooperation and Language, IP (Camões IP).
