Este artigo assume-se como um survey das sucessivas interpretaƧƵes avanƧadas para o
cĆ©lebre āparadoxo de produtividadeā proposto em 1987 por Robert Solow. Grosso
modo, o paradoxo pode ser identificado com a evidĆŖncia empĆrica que revela a ausĆŖncia
de uma relaĆ§Ć£o clara e forte entre a revoluĆ§Ć£o iniciada hĆ” duas dĆ©cadas no campo das
tecnologias de informaĆ§Ć£o e comunicaĆ§Ć£o e o crescimento da produtividade. As mais
influentes explicaƧƵes e contra-argumentos face ao paradoxo sĆ£o explorados neste texto,
desde a ideia de que as novas tecnologias se assumem como general purpose
technologies, atĆ© Ć especificidade da revoluĆ§Ć£o tecnolĆ³gica em curso, que envolve
muito mais o lado da procura que algum outro processo de inovaĆ§Ć£o fundamental no
passado. O texto inclui ainda um apĆŖndice tĆ©cnico, onde o paradoxo de produtividade Ć©
discutido com recurso aos instrumentos de modelizaĆ§Ć£o da teoria do crescimento econĆ³mico.
Abstract: This paper surveys the various interpretations for the known āproductivity paradoxā proposed in 1987 by Robert Solow. Generally speaking, the paradox can be identified with the empirical evidence that reveals the absence of a strong and clear relation between the revolution in the field of information and communication technologies, initiated two decades ago, and the growth of productivity. The most influential explanations and counter-arguments relatively to the paradox are explored in this text, from the idea that new technologies are general purpose technologies, to the specificity of the technological revolution we are observing today, which involves much more the demand side than any other fundamental innovation process in the past. The text includes a technical appendix, where the productivity paradox is discussed using the modelling instruments of the economic growth theory.
