Nos últimos anos, a Administração Pública tem passado por uma verdadeira transformação. Esta mudança reflete-se na forma como os serviços são geridos e prestados à população, com o objetivo claro de tornar as instituições mais eficientes, inovadoras e próximas dos cidadãos. Uma das principais alavancas desta evolução tem sido a aposta na digitalização e no uso estratégico das plataformas tecnológicas.
Hoje, os sistemas de informação, que incluem tanto o software como o hardware, são ferramentas indispensáveis para os gestores públicos. Graças ao avanço das tecnologias, tornou-se possível acompanhar, em tempo real, o desempenho das organizações, melhorar os processos internos e oferecer melhores serviços à sociedade. Tudo isto representa um ganho significativo de valor para o setor público, criando bases sólidas para um futuro mais moderno e transparente.
Contudo, o desenvolvimento de conhecimento nas áreas da gestão e dos sistemas de informação enfrenta desafios. Nem sempre as teorias e as novas ferramentas tecnológicas conseguem responder, de forma imediata, às exigências e à complexidade do dia a dia na Administração Pública.
A dissertação tem como foco principal analisar os processos de gestão associados à desmaterialização documental, ou seja, à substituição dos tradicionais documentos em papel por ficheiros digitais. Este processo tem sido implementado, de forma progressiva, através das plataformas digitais do Tesouro do Governo Regional da Madeira. A presente dissertação apresenta a evolução histórica destas práticas, que inclui uma revisão crítica da literatura e uma reflexão baseada na experiência profissional e na informação recolhida.
A adoção de plataformas digitais conhecidas como E-GOV (Governo Eletrónico) representa um passo importante na inovação do setor público. Com uma população cada vez mais conectada e exigente, e com níveis crescentes de literacia digital, estas soluções tecnológicas permitem criar uma Administração Pública mais ágil, transparente e centrada no cidadão.
In recent years, the Public Administration has undergone a true transformation. This change is reflected in the way services are managed and provided to the population, with the clear objective of making institutions more efficient, innovative and closer to citizens. One of the main drivers of this evolution has been the focus on digitalization and the strategic use of technological platforms. Today, information systems which include both software and hardware — are indispensable tools for public managers. Thanks to advances in technology, it has become possible to monitor, in real time, the performance of organizations, improve internal processes and offer better services to society. All of this represents a significant gain in value for the public sector, creating solid foundations for a more modern and transparent future. Nevertheless, the development of knowledge in the areas of management and information systems faces challenges. Theories and new technological tools are not always able to immediately respond to the demands and complexity of day-to-day life in Public Administration. This dissertation focuses primarily on analysing the management processes associated with document dematerialization, i.e., the replacement of traditional paper documents with digital files. This process has been progressively implemented through the digital platforms of the Treasury of the Regional Government of Madeira. This dissertation presents the historical evolution of these practices, which includes a critical review of the literature and a reflection based on professional experience and collected information. The adoption of digital platforms, known as E-GOV (Electronic Government) represents an important step in innovation in the public sector. With an increasingly connected and demanding population, and with increasing levels of digital literacy, these technological solutions allow for the creation of a more agile, transparent and citizen-centred Public Administration.
