Neste trabalho, analisámos as estratégias retórico-argumentativas usadas nos discursos
políticos parlamentares produzidos por deputados da oposição na legislatura de 2015-2019 em
Moçambique. Neste conspecto, examinámos a intenção do orador ao aplicar cada uma das
estratégias aí identificadas e avaliámos igualmente os possíveis efeitos no auditório. Sob o
ponto de vista de abordagem, recorremos ao Método Indutivo para sistematizar o
conhecimento atinente aos nossos dados. Em termos de procedimento, usámos a Análise
documental, a Análise do Discurso e os métodos Hermenêutico e Comparativo. Através destes
métodos analisámos seis (6) discursos parlamentares e tirámos as ilações abaixo.
Sumariamente, concluímos que, nos discursos parlamentares dos deputados moçambicanos da
oposição a respeito do informe anual da PGR, o objeto da discussão é bifurcado: num nível
superficial o discurso parece ter como alvo o informe, mas num plano profundo, percebe-se
que o discurso é dirigido ao governo, criticando-se a conduta moral, social e profissional dos
seus membros. O informe é tratado como um ponto de partida, uma oportunidade fecunda para
a exploração das fragilidades e infrações constatadas na atuação do governo. Os deputados
empreendem uma retórica de acusação, desvalorização e desqualificação do trabalho do
governo, aplicando um conjunto de estratégias retórico-argumentativas para causar danos ao
caráter moral do adversário político; construir um ethos favorável para si e para o seu partido.
Para esse efeito, entre várias estratégias, o humor, a ironia, a metáfora, a cortesia, o ataque ad
hominem e as perguntas retóricas são as mais recorrentes.
In this study, we analyze the rhetorical-argumentative strategies used in the parliamentary political speeches produced by specific deputies in the 2015-2019 legislatures in Mozambique. In this regard, we examined the speaker's intention when applying each of the strategies identified there and we also evaluated the possible effects on the audience. From the point of view of approach, in this study, we used the Inductive Method to systematize the knowledge of our data. In terms of procedure, we used Discourse Analysis and the Hermeneutic and Comparative methods. Through these methods we analyzed six (6) parliamentary speeches and draw the conclusions below. In summary, we conclude that, in the parliamentary speeches of the Mozambican deputies of the note regarding the annual report of the PGR, the object of the discussion is bifurcated: on a superficial level the speech seems to target the report, but on a deep level, it is clear that the speech is directed at the government, criticizing the moral, social and professional conduct of its members. The report is treated as a starting point, a fruitful opportunity to explore the weaknesses and infractions found in the government's actions. Deputies undertake rhetoric of accusation, devaluation and disqualification of the government's work, applying a set of rhetoric-arguments to damage the moral character of the political adversary; build a favorable ethos for themselves and their parties. For this purpose, among various strategies, humor, irony, metaphor, courtesy, ad-hominem attacks and the rhetorical questions are most recurrent.
