Abstract(s)
A investigação aborda a problemática da importância do Regulamento Interno, a partir
do momento em que este instrumento de administração e gestão foi introduzido na
estrutura organizativa das escolas públicas portuguesas.
A motivação para este tema resultou da necessidade de compreender, na perspetiva dos
diversos intervenientes educativos, as principais mudanças sentidas no modo como
passaram a agir, perante a necessidade de respeitar as regras e normas constantes do
Regulamento Interno.
Esta motivação resultou também da necessidade de constatar as implicações que este instrumento ocasionou na vida quotidiana das escolas, estando este estudo focalizado numa escola secundária.
O enquadramento teórico que lhe serviu de base abrange uma breve descrição histórica
do tema relacionado com o conceito de organização e com os sucessivos regimes
jurídicos implementados na gestão e administração escolar, após a Revolução de abril de 1974 até à atualidade.
Procurou-se com esta descrição compreender a evolução do pensamento legislativo que
permitiu destacar o tema da autonomia e da gestão escolar para a ordem do dia, em
matéria de educação, em Portugal. Têm sido diversos os nossos governos que têm tido a
ambição de atribuir maior autonomia às escolas, concedendo-lhes, pelo menos, no abstrato, poderes e instrumentos que permitam concretizar essa autonomia.
A metodologia usada baseou-se na análise de documentos importantes arquivados na
escola, bem como na realização de entrevistas a diversos atores educativos,
nomeadamente a membros da antiga Assembleia e do atual Conselho Geral, que participaram na elaboração e aprovação do Regulamento Interno.
Assim, foi possível apurar que o Regulamento Interno, apesar de ainda ser alvo de
algum descrédito e desconfiança por parte de alguns membros da comunidade educativa, revelou-se, de qualquer modo, um instrumento que permitiu reunir à sua volta e com vista à sua elaboração e aprovação, a participação e a intervenção dos representantes dos diversos setores da comunidade educativa, criando momentos de ricos contributos por parte de todos os seus membros.
This investigation is focused on the importance of the Rules, from the moment they entered the organizational structure of Portuguese public schools this instrument of administration and management and in particular the changes that have taken place in educational stakeholders began to act before the need to respect the rules and regulations contained and the implications on the daily life of schools, while this focused on a high school. The theoretical framework that became his base covers a brief historical description of the topic related to the concept of organization and the successive legal regimes implemented in school management and administration, after the Revolution of April 1974 to the present. We sought to understand on this description the evolution of thinking that allowed legislative highlight the theme of autonomy and school management in education, in Portugal. They have been various governments that have had the ambition to give greater autonomy to schools, giving them, at least in the abstract, powers and instruments to achieve this autonomy. The methodology used was based on documents belonging to school and study in the form of interviews with former members of the Assembly and the current General Council, who participated in the drafting and adoption of the Rules. On this way, it was posible to reveal that the Rules, despite being the target of some disrepute and distrust by some members of the educational community, proved in any case, an instrument that brought together around him and with a view to preparing and approval, participation and involvement of representatives of the various sectors of the educational community, creating moments of rich contributions by all its members.
