O presente trabalho procura analisar as dinâmicas geopolíticas e hidropolíticas em torno do rio Mekong, centrando-se particularmente no papel da China como potência hidro-hegemónica. A investigação examina o impacto dos projetos de infraestruturas chineses, como a construção de barragens, na governação do rio e nas relações regionais, particularmente no condicionamento do fluxo de água para o Laos, Camboja e Vietname, quer através de iniciativas hidrodiplomáticas como o Fórum de Cooperação Lancang-Mekong e a Iniciativa da Sub-Região do Grande Mekong. Adicionalmente, o estudo ressalta ainda as consequências ambientais, económicas e políticas destes desenvolvimentos, com especial destaque para os impactos negativos nas comunidades locais e nos ecossistemas.
This paper seeks to analyze the geopolitical and hydro-political dynamics surrounding the Mekong River, focusing particularly on China’s role as a hydro-hegemonic power. The research examines the impact of Chinese infrastructure projects, such as the construction of dams, on the governance of the river and on regional relations, particularly in conditioning the flow of water to Laos, Cambodia and Vietnam, both through hydro-diplomatic initiatives such as the Lancang-Mekong Cooperation Forum and the Greater Mekong Subregion Initiative. The study also highlights the environmental, economic and political consequences of these developments, with special emphasis on the negative impacts on local communities and ecosystems.
