Within the socio-political paradigm, the history of Portuguese mental health policy emphasises Portugal as a semi-peripheral society. In a context of a welfare society replacing the State, community mental health care is supported by the family under whose protection and control mentally-ill people are relegated to a chronic status and socially excluded.
