Este estudo analisa a política externa da União Europeia para a aviação, abordando os seus principais objetivos em termos de acesso ao mercado, segurança, normas laborais e sustentabilidade ambiental. Através de uma análise histórica, avaliações de políticas públicas e estudos de caso de acordos bilaterais e multilaterais, a investigação explora a forma como a UE tem influenciado as normas e a governação internacional do transporte aéreo. Embora a UE tenha alcançado resultados assinaláveis, nomeadamente em matéria de normas de segurança e de proteção ambiental, continua a deparar-se com desafios significativos à sua atuação externa neste domínio. A resistência política das grandes potências mundiais, juntamente com as tensões geopolíticas regionais e as disparidades regulamentares entre diferentes países e regiões, dificultam a concretização de um espaço de aviação plenamente integrado a nível global. A capacidade da UE de manter e fortalecer a sua influência a nível internacional dependerá de uma liderança política ambiciosa e de uma maior coesão a nível interno, assim como, possivelmente, de uma representação única em organismos internacionais. Este tipo de abordagem poderá reforçar o papel da UE na governação mundial da aviação e contribuir para fazer avançar os seus objetivos mais amplos de liberalização do mercado, salvaguarda da segurança e promoção da sustentabilidade.
This study examines the European Union's external aviation policy, addressing its main objectives in terms of market access, safety, labour standards and environmental sustainability. Through historical analyses, policy assessments and case studies of bilateral and multilateral agreements, the research explores how the EU has influenced international air transport standards and governance. While the EU has achieved remarkable results, notably in terms of safety standards and environmental protection, it still faces significant challenges to its external action in this field. Political resistance from the world's major powers, together with regional geopolitical tensions and regulatory disparities between different countries and regions, make it difficult to achieve a fully integrated global aviation area. The EU's ability to maintain and strengthen its influence internationally will depend on ambitious political leadership and greater cohesion internally, as well as a potential single representation in international bodies. Such an approach could strengthen the EU's role in global aviation governance and help advance its broader goals of liberalizing the market, safeguarding safety, and promoting sustainability.
