O processo de paz no Kosovo : perceções dos militares do exército português no teatro de operações

Abstract(s)
A guerra é um fenómeno que tem acompanhado os seres humanos através dos
tempos e com eles tem evoluído. Os conflitos que ocorreram na região dos Balcãs, em
particular no Kosovo, com os problemas políticos e nomeadamente étnicos que
acarretam, representam, para a comunidade internacional, um enorme dilema. Neste
contexto e com o objetivo de ajudar a criar as condições necessárias à obtenção de uma
paz estável e duradoura, as operações de manutenção de paz assumem um papel
insubstituível.
Assim, foram examinadas as perceções dos militares portugueses sobre o
conflito do Kosovo. Consideramos três variáveis, nomeadamente, a categoria
profissional, o vínculo contratual e o número de missões efetuadas.
De acordo com os nossos objetivos, desenvolvemos o estudo com uma amostra
constituída por 169 militares do sexo masculino (50 Oficiais, 97 Sargentos e 22 Praças)
que participaram em pelo menos uma missão no teatro de operações do Kosovo.
Trata-se de um estudo de cariz qualitativo e quantitativo que recorreu a
diferentes técnicas de recolha de dados: pesquisa documental, entrevistas
semiestruturadas e inquérito por questionário.
Após a análise realizada o estudo revelou que as variáveis categoria profissional,
vínculo contratual e número de missões efetuadas tornaram-se preponderantes em
alguns dos resultados obtidos.
War is a phenomenon which has accompanied human beings through the ages and with whom has progressed. Conflicts that have occurred in Balkans region and in Kosovo in particular, with the ensuing political and ethnical fallout represent to the international community an enormous dilemma. In this context and to help creating the necessary conditions to establish stable and lasting peace, the peace-keeping operations have an irreplaceable role. Thus, the perceptions of Portuguese military towards Kosovo’s conflict have been examined. We considered three variables, namely, professional category, labour relation and number of operations carried out. According to our objectives, we developed the study with 169 male military (50 Officers, 97 Sergeants and 22 Soldiers) that have served at least in one peace-keeping operation in Kosovo. This is a qualitative and quantitative study that made use of different techniques for the collection of data: literature research, semi-structured interviews and questionnaire survey. After an analysis carried out the study shows that the variables – professional category, labour relation and number of operations carried out – have become preponderant in some of the obtained results.
