A forte redução do preço do petróleo no mercado internacional a partir de 2014 e a dependência da economia Angolana na exportação desta commodity expÓs-nos a uma forte recessão económica nos últimos anos. Este contexto gerou um cenÔrio desafiante para que autoridades e agentes económicos marquem um percurso distinto do habitual, diversificando a economia.
Apesar das recentes melhorias no preƧo desta commodity, o empreendedorismo assume-se como solução ideal para o desenvolvimento sustentĆ”vel da economia Angolana, para o aumento da oferta de bens e serviƧos ao mercado interno e quiƧƔ externo, para o aumento do emprego e da receita fiscal nĆ£o petrolĆfera e atĆ© para a formação de defesas para futuras oscilaƧƵes.
à comummente aceite que o empreendedorismo provém de iniciativas maioritariamente privadas para implementar novos negócios, para a inserção de mudanças em processos jÔ existentes ou ainda para a inovação organizacional numa empresa. O estado deve criar incentivos, promover condições estruturais e um bom ambiente de negócios para que este fenómeno possa desenvolver.
O empresariado Angolano era até recentemente, tipicamente comercial, a produção nacional não era atrativa nem expressiva no PIB Angolano, expondo a economia nacional a alterações significativas por alterações de preços da principal commodity exportada, nos mercados internacionais.
O objetivo geral da presente dissertação Ć© a anĆ”lise da atividade empreendedora global, em Ćfrica e em Angola em particular, sua tendĆŖncia, influĆŖncia e o papel do estado na criação de um ambiente de negócios favorĆ”vel. Para alcanƧar estes objetivos, delinearam-se os seguintes objetivos especĆficos: (i) estudo do empreendedorismo, histórico, visĆ£o global atual sobre o tema, sua perspetiva atual em Ćfrica e em Angola; (ii) verificação da correlação entre empreendedorismo, ambiente de negócios e diversificação económica; (iii) avaliação global da implementação do Programa Angola Investe. Para alcanƧar estes objetivos foi desenvolvido um modelo conceitual que examina as variĆ”veis que explicam o aparecimento do empreendedorismo e sua dinĆ¢mica atual, assim como, na apresentação de um estudo empĆrico desenvolvido com recurso Ć recolha de dados por inquĆ©rito.
The strong reduction on the oil price in the international market after 2014 and the dependence of the Angolan economy on the export of this commodity has exposed us to a strong economic recession in recent years. This context has created a challenging scenario for authorities and economic agents to take a different course than usual, diversifying the economy. In this context, entrepreneurship is an ideal solution for the sustainable development of the Angolan economy, to increase the supply of goods and services in the domestic market and perhaps for the external market, to increase of employment, to increase the non-oil fiscal revenue and even for the formation of defenses for future oscillations of the price of this commodity. It is commonly accepted that entrepreneurship comes from mostly private initiatives to implement new business, to insert changes in existing processes or even to organizational innovation in companies. The government must create incentives and promote structural conditions and a good business environment to develop this phenomenon. Angolan entrepreneurship was until recently, typically commercial, internal production was neither attractive nor expressive in Angolan GDP, exposing the national economy to significant changes due to price changes of the main commodity exported in international markets. The general objetive of this dissertation is the analysis of the global entrepreneurial activity, in Africa and in Angola in particular, its tendency, influence and the role of the state in the creation of a favorable business environment. In order to achieve these objectives, most specific were outlined: (i) study of entrepreneurship, history, real global vision on the theme, its real perspective in Africa and Angola; (ii) selection of the correlation between entrepreneurship, business environment and economic diversification; (iii) overall evaluation of the implementation of Angola Invest Program. To achieve these objectives, a conceptual model was developed that examines the variables that explain the appearance of entrepreneurship and its current dynamics as well as the presentation of an empirical study developed using data collection by questionnaire survey.
