- Virtual assistants in a digital governance environmentPublication . Pimentel, Luis; Reis, Arsenio; Bernardo, Maria do Rosário ; Rocha, Tânia; Barroso, JoãoTechnological developments have had a major impact on the intensive use of electronic equipment, networked or connected to the internet, factors that have boosted the emergence and growth of cybercrime. Measures to mitigate and combat the phenomenon, taking into account its complexity and specificity, must involve all public entities with responsibility in the sector, in a global effort to promote digital literacy in the areas of cybersecurity and computer crime prevention. These comprehensive actions should use digital technologies based on artificial intelligence (AI), such as virtual assistants, whose characteristics allow the massification of information transmission, while enhancing the digital inclusion of users. Government entities are engaged in adopting technologies based on chatbots, with their presence in several areas of public administration. Despite the evolution, these resources have not yet been made available by the entities responsible for mitigating computer crime. On the other hand, although there are government programs aimed at increasing the digital skills of citizens, namely regarding the protection of devices, digital content or personal data, they are not designed for the specificities of cybercrime. In this context, a system based on chatbots, implemented in a digital governance context, by law enforcement agencies, with resources shared with other government entities can contribute to the prevention of cybercrime.
- Business process automation in SMEsPublication . Moreira, Silvia Catarina Oliveira; São Mamede, Henrique; Santos, ArnaldoBusiness Process Automation has been gaining increasing im-portance in the management of companies and organizations since it reduces the time needed to carry out routine tasks, freeing employees for other more crea-tive and exciting things. The use of process automation seems to be a growing trend in the business's operational restructuring, combined with digital trans-formation. It can be applied in the most varied business areas. Organizations from any sector of activity can also adopt it. Given these benefits, the granted success in transforming business processes would be expected. However, 30 to 50% of automation initiatives with Robotic Process Automation technology fail. In this work, a set of guidelines will be proposed that will constitute, after validation, a framework capable of guiding organizations, with a focus on SMEs, in the procedure of automating their processes, thus obtaining the maxi-mum return of this transformation.
- Proposal of a framework for adaptive serious games using design science research methodologyPublication . Pistono, Alvaro; Santos, Arnaldo; Baptista, Ricardo José VieiraGames with purposes beyond entertainment, the so-called serious games, have been useful tools in professional training, especially in engaging participants. However, their evaluation and, also, their adaptable characteristics to different scenarios, audiences and contexts remain challenges. This paper examines the application of serious games in professional training, their results and adaptable ways to achieve certain goals. Using the Design Science Research (DSR) methodology, a framework was built to develop and evaluate serious games to improve user experience, learning outcomes, knowledge transfer to work situations, and the application of the skills practised in the game in real professional settings. At this stage, the investigation presents a framework regarding the triangulation of data collected from a systematic literature review, focus groups and interviews. Following the DSR methodology, the next steps of this investigation, listed at the end of the paper, are the demonstration of the framework in serious game development and the evaluation and validation of this artefact.
- O papel dos chatbots no governo eletrónico: a consciencialização para a criminalidade informática em PortugalPublication . Pimentel, Luis; Bernardo, Maria do Rosário ; Rocha, TâniaA utilização intensiva de equipamentos eletrónicos e a crescente oferta de serviços pela internet potenciaram a incidência da criminalidade informática. Apesar de existirem, em Portugal, medidas públicas que visam promover as competências digitais dos cidadãos em questões de segurança e privacidade de equipamentos eletrónicos, acabam por não ser vocacionadas para aspetos mais complexos deste género de criminalidade. Devido a esta especificidade, medidas preventivas do fenómeno podem beneficiar com o know-how e experiência de entidades com competências legais na área, mormente o Centro Nacional de Cibersegurança (CNCS), o Ministério Público (MP) e a Polícia Judiciária (PJ). Na administração pública, em Portugal, verifica-se a adoção de tecnologias emergentes, baseadas em inteligência artificial (IA), para potenciar a comunicação entre Estado e cidadãos. Ações de sensibilização abrangentes devem socorrer-se destas ferramentas tecnológicas. Deste modo, este artigo descreve a investigação conducente à identificação de uma ferramenta eletrónica (artefacto) eficiente, em contexto de governo eletrónico, com o objetivo de informar e consciencializar os cidadãos para o crescente fenómeno da criminalidade informática.

The organizations and specialists agree that the only manner solve the data management issues requires the implementation of data governance. Many of those attempts had failed previously because they were based only on IT, with rigid processes and activities frequently split by systems or the areas supported by systems and their data. It shows that Data governance has been acquiring significant relevance. However, a consensus or even a holist approach was not achieved so far. This paper that is part of an ongoing thesis research that aims to identify the main gaps and opportunities by summarizing and study the literature consistently and as result at the end of the research it will propose a standard framework for data governance measuring its impact on the Data Governance maturity level before and after its implementation and thus as contribute to the community by trying to mitigate the problems found.
- The importance of a framework for the implementation of technologies supporting talent managementPublication . Com-petition for the best talent is being intensified, and talent management requires new approaches and innovative strategies for developing talent based on corpo-rate culture and its unique properties. By implementing and adopting technology in Human Resources Management (HRM), organizations create an employee lifecycle that spans from the initial Hiring Process to encompassing areas such as Performance Management, Learning and Development until the Offboarding, shaping a Talent Management journey. Despite implementing technologies, a continuous practice observed in numerous organizations, there are challenges. The HRM technological market has become massive, and concerns arise about adopting these technologies' costs, practicality, and purpose. Because of that, de-signing strategies for implementing technologies in HRM, specifically in talent management, is hard to overview. In this context, this document aims to present the need for developing a framework that aggregates the implementation process of technologies supporting talent management utilizing Design Science Research (DSR). The holistic perspective we propose aggregates understanding of business challenges and how they relate to the technology selection, technological capa-bilities and implementation process, and expected metrics and impact.
- Key factors for the implementation of technologies supporting talent managementPublication . Ferreira, Helena Rodrigues; Santos, Arnaldo; São Mamede, HenriqueAlthough implementing technologies is a continuous practice observed in organizations, many need help to achieve successful implementations and recognize its impact on their operations and outcomes. Therefore, this review paper aims to present the critical success factors that organizations consider when implementing technology in the Talent Management field. A comprehensive understanding of the technological implementation phenomenon requires adopting a strategic perspective. Consequently, this literature review centres on three clusters: challenges organizations are addressing (Challenges), the technological capabilities and the implementation/adoption process (Technology), and the expected impact (Impact). Findings indicate that a central area of research is the integration of technology in recruitment and, particularly, in the context of Small and Medium Enterprises. Digital Transformation, the Industrial Revolution, and a more diverse workforce are challenges that organizations face. Organizations aim to streamline Human Resources Management (HRM) practices, prioritizing data-driven decisions.
- The application of artificial intelligence in recommendation systems reinforced through assurance of learning in personalized environments of e-LearningPublication . Bottaro Fresneda, Fernando Cesare; Santos, Arnaldo; Martins, Paulo; Reis, LeonildeLearning environments unquestionably enable learners to develop their pedagogical and scientific processes efficiently and effectively. Thus, con-sidering the impossibility of not having conditions of autonomy over the routine underlying the studies and, consequently, not having guarantees of the learning carried out makes the learners experience gaps in the domain of materials ade-quate to their actual needs. The paper's objective is to present the relevance of the applicability of Artificial Intelligence in Recommendation Systems, reinforced through the Assurance of Learning, oriented towards adaptive-personalized prac-tice in corporate e-learning contexts. The research methodology underlying the work fell on Design Science Research, as it is considered adequate to support the research, given the need to carry out the design phases, development, construc-tion, evaluation, validation of the artefact and, finally, communication of the re-sults. The main underlying results instigate the development of an Adaptive-Per-sonalized Learning framework for corporate e-learning, provided with models (methods and algorithms) of Artificial Intelligence and guided using the Assur-ance of (the) Learning process. It becomes central that learners can enjoy ade-quate academic development. In this sense, the framework has an implicit struc-ture that promotes the definition of personalized attributes, which involves rec-ommendations and customizations of content per profile, including training con-tent that will be suggested and learning activity content that will be continuously monitored, given the specific needs of learners.
- Transformation framework for transitioning traditional universities to online open educationPublication . Santos, Arnaldo; São Mamede, Henrique; Morgado, Leonel; Koulaouzidis, Giorgos; Ilcheva, Maria; Kuijpers, Chris; Guasch, Teresa; European Association of Distance Teaching UniversitiesWe present a nine-dimension institutional framework that guides traditional universities in transitioning to high-quality hybrid and online provision. Building on EADTU’s E-xcellence manual, we bring to the fore enterprise architecture/interoperability, service digitisation, change-and-incentive systems, and governance/decision rights, by combining expert individual and panel contributions. We then operationalise this into a facilitation-ready checklist (Areas, Sub-areas, Topics, and Diagnostic questions), and add an institution-level maturity model to support prioritisation and roadmap design. We report on qualitative field validation through three one-week expert engagements (March-April 2025), which combined leadership briefings, semi-structured interviews, artifact reviews, and synthesis reports. The framework proved usable for cross-unit dialogue, was diagnostically sensitive to system-level blockers (interoperability and operations, digitization of academic/administrative services, change management, and incentives), and was actiongenerative, informing roadmaps for 12-24 months. We propose testable propositions linking governance/platform readiness to pedagogy, services, and outcomes. The full checklist and facilitation materials are released in an open repository to enable institutional self-assessment and comparative research.
