Abstract(s)
Proteção Social, em Moçambique, é amplamente reconhecida como um conjunto efetivo de intervenções políticas para reduzir a pobreza, a vulnerabilidade, a desigualdade e promover o crescimento económico inclusivo. Na última década, o sistema de Proteção Social Básica de Moçambique consolidou-se com a Estratégia Nacional de Segurança Social (2010-2014). Todavia, o sector ainda permanecia fragmentado, necessitando de maior sinergia entre as formas de intervenção. A nova Estratégia Nacional de Segurança Social Básica (2016-2024), tenciona minimizar essa fragmentação e alinhar melhor as partes envolvidas na materialização de um conjunto ambicioso de metas. Neste estudo, particular atenção é dada ao Programa de Ação Social Produtiva, um dos pilares do Subsistema de Segurança Social Básica em Moçambique, que visa a inserção social e económica das pessoas com capacidade para o trabalho, mas vivendo em situação de pobreza extrema. Mediante uma pesquisa exploratória e descritiva, esta tese procura trazer uma abordagem crítica sobre os sistemas de gestão deste programa e compreender o seu impacto no desenvolvimento socioeconómico da mulher rural do Distrito de Massingir. A mulher rural, em posição de desigualdade e subordinação socioeconómica dentro da organização familiar, resulta particularmente vulnerável a todos os fatores de risco que a mantém excluída ou marginalizada dos processos de desenvolvimento. Produtiva na vida da mulher rural do Distrito de Massingir, espera-se oferecer elementos úteis ao desenvolvimento de novos programas de Ação Social Produtiva em Moçambique, para melhorar as dinâmicas dos processos de graduação dos AFs beneficiários, e, consequentemente, reduzir a pobreza e promover a inserção socioeconómica enquanto alicerces de sustentabilidade social.
Social Protection, in Mozambique, is widely recognized as an effective set of policy interventions to reduce poverty, vulnerability, inequality and promote inclusive economic growth. In the last decade, Mozambique's Basic Social Protection system was consolidated with the National Social Security Strategy (2010-2014). However, the sector still remained fragmented, requiring greater synergy between forms of intervention. The new National Basic Social Security Strategy (2016-2024) intends to minimize this fragmentation and better align the parties involved in the materialization of an ambitious set of goals. In this study, particular attention is given to the Productive Social Action Program, one of the pillars of the Basic Social Security Subsystem in Mozambique, which aims at the social and economic integration of people with the capacity to work, but living in situations of extreme poverty. Through exploratory and descriptive research, this thesis seeks to bring a critical approach to the management systems of this program and understand its impact on the socioeconomic development of rural women in the District of Massingir. Rural women, in a position of inequality and socioeconomic subordination within the family organization, are particularly vulnerable to all the risk factors that keep them excluded or marginalized from development processes. With this analysis of the impact of the Productive Social Action Program on the lives of rural women in the District of Massingir, we hope to offer useful elements for the development of new Productive Social Action programs in Mozambique, to improve the dynamics of household graduation processes beneficiaries, and, consequently, reduce poverty and promote socioeconomic insertion as foundations of social sustainability.
