Sistema de gestão integrada de fogos rurais: caso de estudo na Área Metropolitana do Porto

Abstract(s)
A Comissão Sub-regional do Sistema de Gestão Integrada de Fogos Rurais (CSGIFR) criada na Área Metropolitana do Porto, e os diferentes grupos de trabalho, são compostos pelas entidades regionais e sub-regionais, de acordo com o art.º 5º do D.L. nº82/2021 de 13 de outubro. O modelo de gestão e de planeamento da AMP muito idêntico, na sua estrutura inicial, às demais sub-regiões, desviou positivamente para um modelo diferente pelas constantes reuniões e pelas dúvidas constantes, por vezes derivadas de lacunas na nova legislação, tendo sido esmiuçada pela qualidade técnica dos seus representantes na comissão sub-regional. De salvaguardar que o trabalho desenvolvido pela Área Metropolitana do Porto neste novo paradigma estratégico de mitigação dos fogos rurais, foi e está a ser aplicado em outras sub-regiões a nível nacional. Um mérito pelo desempenho qualitativo e crítico da participação da comissão do SGIFR-AMP nos trabalhos e resultados conseguidos. As fichas de projeto foram o maior foco dos trabalhos, trouxeram dificuldades na sua interpretação e construção sub-regional, em particular a Rede Secundária e as Áreas Prioritárias de Prevenção e Segurança.
Desencadearam dezenas de reuniões pela sua complexidade, sensibilidade e dúvidas, na
interpretação da metodologia adotada e por ausência de identificação de novos critérios. Foi
também realizado entrevistas a 5 técnicos que participaram ativamente na implementação do modelo da AMP. A maioria dos entrevistados respondeu que o nível deliberativo deveria interagir mais no processo e estar mais presente nas reuniões técnicas, no sentido de maior perceção dos trabalhos e das responsabilidades, de superar as entropias causadas por burocracias e falta de decisão. Responderam que em vários momentos foram criadas areias na engrenagem que atrasou em mais de um ano o momento de decisão final. Concluiu-se que as fichas de projeto não deveriam ter maior peso e relevância em algum dos 4 eixos, isto é, manter a homogeneização dos fundos, alguns justificando e outros reconhecendo que além dos 4 eixos, poderia ainda existir uma agregação por cluster de atuação. Como conclusão principal deste trabalho, verificou-se que esta mudança de paradigma para um novo modelo de implementação da gestão integrada dos fogos rurais na área Metropolitana do Porto foi um grande desafio, com um envolvimento de vários atores chave, mas em que foi necessário ultrapassar-se um conjunto de dificuldades com as áreas mais exigentes. Estas dificuldades também foram criadas pela grande diversidade territorial existente nesta área e por constrangimentos levantados por alguns dos municípios. Espera-se que o resultado do Programa Sub-regional de Ação seja em 2030 de ter minimizado ou anulado os grandes fogos rurais na subregião, mesmo com as evidências de agravamento das alterações climáticas e aquecimento global.
The Sub-regional Commission for the Integrated Rural Fire Management System (CSGIFR) created in the Porto Metropolitan Area, and the different working groups, are composed of regional and subregional entities, in accordance with art. 5 of Legislative Decree. No. 82/2021 of October 13th. The AMP management and planning model, which was very similar in its initial structure to the other sub-regions, shifted positively towards a different model due to constant meetings and constant doubts, sometimes arising from gaps in the new legislation, having been scrutinized by the technical quality of its representatives on the subregional commission. It should be noted that the work carried out by the Porto Metropolitan Area in this new strategic paradigm for mitigating rural fires has been and is being applied in other sub-regions nationwide. A merit for the qualitative and critical performance of the SGIFR-AMP committee's participation in the work and results achieved. The project sheets were the main focus of the work, which brought difficulties in their interpretation and subregional construction, especially the Secondary Network and the Priority Areas of Prevention and Security. They triggered dozens of meetings due to their complexity, sensitivity and doubts, in the interpretation of the adopted methodology and due to the lack of identification of new criteria. Interviews were also conducted with 5 technicians who actively participated in the implementation of the AMP model. Most of the interviewees responded that the deliberative level should interact more in the process and be more present in technical meetings, in order to have a greater perception of the work and responsibilities, and to overcome the entropies caused by bureaucracy and lack of decision-making. They responded that at various times sand was created in the gears that delayed the final decision by more than a year. It was concluded that the project files should not have greater weight and relevance in any of the 4 axes, that is, maintain the homogenization of the funds, some justifying and others recognizing that in addition to the 4 axes, there could still be an aggregation by cluster of action. As the main conclusion of this work, it was found that this paradigm shift towards a new model of implementation of integrated management of rural fires in the Porto Metropolitan Area was a great challenge, with the involvement of several key actors, but in which it was necessary to overcome a set of difficulties with the most demanding areas. These difficulties were also created by the great territorial diversity existing in this area and by conditions raised by some of the municipalities. The result of the Sub-regional Action Program is expected to be to have minimized or eliminated large rural fires in the sub-region by 2030, even with evidence of worsening climate change and global warming.
