O fosso digital continua abissal

Abstract

A importância das tecnologias de informação nas sociedades atuais, nomeadamente, ao nível do trabalho, educação, lazer, participação social e acesso ao conhecimento, tem vindo a evidenciar o problema do fosso digital, no sentido em que um conjunto de regiões do planeta, de bairros, de comunidades rurais e de pessoas individuais, sobretudo pobres, ficam, sistematicamente de fora do grupo dos que acedem e permanecem nos ambientes online. Neste quadro, o fosso digital entre os que “acedem à Net” e os “outros” ultrapassa largamente a questão tecnológica para se revelar e transformar num problema de desigualdade social, económica, política e educativa que atinge, atualmente, uma dimensão global. Este texto explora as questões das desigualdades digitais, com especial destaque para as questões educativas nas suas múltiplas relações com o uso das tecnologias de comunicação e das reais possibilidades de “log on”, do poder para permanecer e das competências para participar na inúmera variabilidade dos contextos online.

The importance of information technology in today's societies, particularly in terms of work, education, leisure, social participation and access to knowledge, has been highlighting the problem of the digital divide, in the sense that a number of regions of the planet, of neighborhoods, rural communities and individuals, especially the poor, are systematically outside the group of the ones who access and remain in online environments. In this context, the digital divide between the group who "access the Net" and the "others" goes far beyond the technological issue to be revealed and become a problem of social, economic, political and educational inequality that reaches today a global dimension. This text explores the issues of digital inequalities, with particular emphasis on educational issues in its multiple relations with the use of communication technologies and the real possibilities of "log on", the power to stay and skills to participate in the countless variability of online contexts.
