Abstract(s)
O pós Guerra Fria provocou uma mudança qualitativa no panorama político e
geoestratégico internacional, bem como nos paradigmas organizacionais e de
empenhamento das Forças Armadas. É neste contexto de contingência política -
imprevisível e multifacetado, que a Comunidade Internacional se mobilizou para mitigar
o sofrimento humano, dando origem a uma alteração na natureza, dimensão e
frequência da utilização da componente militar em diferentes tipos de emergências
complexas. Os modernos Teatros tornam-se, assim mais abstrusos, envolvendo uma
multiplicidade de novos protagonistas e o estreitamento dos contactos entre organismos
plurais e distintos, com práxis e contextos culturais dissemelhantes.
Este cenário multicultural e interagências - pós-modernidade, para onde as Forças
Armadas foram projetadas, para além da tradicional responsabilidade da defesa dos
interesses do Estado, acrescem, agora, também, outras incumbências de natureza
humanitária, de prevenção de conflitos e do restabelecimento da paz, integrando estas,
atualmente, o elenco das principais missões das Forças Armadas. O âmbito desta
interação, nem sempre pacífica, impõe renovadas abordagens de compreensão,
formação e treino militar, para lidar, de forma adequada, entre outros, com a diversidade
cultural. Considerar pois as questões interculturais no estudo da Cooperação Civil e
Militar (CIMIC), tentando perceber a heterogeneidade do mundo contemporâneo e das
suas dinâmicas socioculturais, representa um contributo imprescindível para a
integração das relações entre militares e civis, constituindo-se, por isso, numa verdadeira
"ferramenta" de trabalho na elaboração do desenho operacional, e um vetor a explorar
para o bom termo das operações militares contemporâneas.
É, por conseguinte, inegável a profusão de padrões divergentes e conflituantes
evidenciados nestes novos enquadramentos multinacionais - complexos e sensíveis e os
dilemas, perspetivas e desafios que eles aportam para o processo comunicacional, pelo
que se procurou ressaltar as idiossincrasias da Cultura Militar e as vantagens em
promover o desenvolvimento de Competências Comunicativas Interculturais nas FAP.
The end of the Cold War brought about a qualitative change in the international political and geostrategic landscape, as well as in the organizational and operational paradigms of the Armed Forces. It is in this scenario of unpredictable and multifaceted political contingency that the International Community mobilizes itself to provide emergency assistance, leading to a change in the nature, extent, and frequency of the use of military component in different types of Peace-Support Operations. Modern theaters thus become more abstruse, involving a multitude of new protagonists and closer contact between plural and distinct organisms, with dissimilar praxis and cultural contexts. This postmodern multicultural and interagency scenario, to which the Armed Forces have been progressively used, in addition to the traditional shared responsibility for military defense, now also adds other tasks related with humanitarian, conflict prevention and resettlement of peace process, these currently being part of the main missions of the Armed Forces. The scope of this interaction, which is not always peaceful, imposes renewed systems of military understanding and training, to deal adequately with, among others, cultural diversity. Considering, therefore, intercultural issues in the study of Civil and Military Cooperation (CIMIC), trying to understand the heterogeneity of the contemporary world and its socio-cultural dynamics, represents an indispensable contribution to the integration of relations between military and civilians - a real working tool in operational planning process, and an invaluable vector to exploit for the success of current military operations. It is undeniable, therefore, the profusion of divergent and conflicting patterns evidenced in these new multinational frameworks - complex and sensitive, and the dilemmas, perspectives, and challenges that they bring to the communicational process. Its why we must promote the development of Intercultural Communicative Capabilities in the Portuguese Armed Forces.
