Putting a course online is more than a matter of pasting the content into a web page. Important considerations on what should and should not be included in an online course and what tools work best to produce the content of learning events for elearning should be made. This paper discusses three levels of criteria to evaluate learning web sites: (1) content, (2) instructional design, and (3) interface design.
