O trabalho de evangelização e de educação desenvolvido pelas missões católicas, lado a lado com as poucas escolas públicas que a Coroa portuguesa, primeiro, e os governos portugueses que se seguiram à proclamação da República, depois, ajudaram a cimentar a posição da língua portuguesa, junto de parte da população timorense e da sua cultura. Tratando-se de um país multilingue, cujo tétum é língua veicular, com o estatuto de Língua Oficial, é difícil compreender como se tornou possível a preservação, o uso e o reconhecimento da língua portuguesa enquanto Língua (co)Oficial. Apesar de uma quasi ausência de Políticas de Línguas e Educativas, durante toda a colonização portuguesa, que favorecessem um uso mais efetivo do português por parte dos timorenses; e da proibição do uso do português, sob a ocupação indonésia, o português é hoje alvo de uma Política de Línguas mais intensa por parte das autoridades nacionais timorenses. A Política de Línguas e o seu Planeamento Linguístico visam garantir o uso da língua portuguesa como língua de ensino, ao lado do tétum, em todas as escolas nacionais, apesar de ser falada por pouco mais do que 30% da população. Perante estes números, poderia entender-se o multilinguismo em Timor-Leste como um obstáculo para o sucesso escolar dos alunos timorenses, levando assim à necessidade de se encontrar soluções para melhorar o nível nacional de literacia, sendo a implementação de um Ensino Multilingue Baseado nas Línguas Maternas (EMbLM), uma das soluções estudadas. Assim, sendo Timor-Leste um país multilingue, com duas Línguas Oficiais, e sendo o português aprendido em segundo, terceiro lugar, ou até mesmo em quarto lugar, interessa conhecer qual a Política de Línguas seguida e a sua implementação no terreno, ou seja o Planeamento Linguístico, para garantir o português enquanto língua de ensino, assim como para as outras línguas locais. For more than four centuries, the portuguese language have survived in East Timor, and became a national cultural element at the same time as the sixteen local languages that exists in that country from the South East Asia. The work of evangelization and of education desenvolved by the catholic missions, side by side with the few public schools that the Portuguese Crow, first, and the Portuguese governments which are followed the proclamation of the Republic, after, help to strengthen the place of the Portuguese, near to some of the timorese population and its culture. Being in the presence of a multilingual country, and serving the tétum as a vehicular language, language that today occupy the oficial language statute, it is difficult to understand how it was possible the preservation, the use and the recognition of the Portuguese language as (co)Official Language. Although from the one ‘quasi’ absence from the policy and educative languages, during all the Portuguese colonization, that benefits a use more effective of the portuguese language from the timorese people; and of the prohibition of the portuguese language use, under the Indonesian occupation, the portuguese is today the target from one Language Policy more intense from the timorese national authorities. The Language Policy and its Language Planning aim to ensure the use of the portuguese language as the teaching language, side by side by tétum, in all the national schools, although it is talked for less than 30% of the population. Facing these numbers, it could be understood that the multilingual recognised in East Timor plays an obstacle to the scholar success from the timorese students, hence the necessity to find out solutions to improve the level of national literacy, being one of these the implementation of one Mother Tongue-Based Multilingual Education (MTB MLE).
